Study On The Impact Analysis And Control Of Project Alteration Cost Under The Mode Of Government Centralized Construction

Under the centralized government construction mode,the government agent construction unit manages multiple projects at the same time,and the government-invested projects have large investment,high engineering technology complexity,large-scale construction of large and medium-sized projects,and the socio-political and economic environment have a large impact on engineering projects.High requirements are put forward on the professional capabilities of government agent construction units.The government agent construction units must also coordinate the owner unit with other project-participating units,and consider the construction needs of the owner unit.Engineering projects under the government’s centralized construction model are the same as other engineering projects.Engineering changes are inevitable and often occur in the process of engineering projects.According to relevant literature studies,engineering changes are the main reason for the increase in cost,and the impact on the cost cannot be ignored.Therefore,it is necessary to study the impact of project changes on the cost of the government’s centralized construction mode,and provide suggestions and countermeasures for the government’s agent construction unit to better carry out construction management.The thesis first elaborates the research background,purpose and significance,summarizes the research status of domestic and foreign related papers on the impact and control of project change cost and government agent construction unit mode,and elaborates the research content and the technical route of this paper.Secondly,the thesis defines the relevant research categories,initially determines the engineering change factors through literature screening,and screens the engineering change factors through 9 actual engineering cases under the centralized government construction mode,and determines 16 engineering change factors that affect the cost..Then,the 9 government investment projects under the centralized construction mode are studied using the case analysis method through the four dimensions of the frequency of project change factors,the degree of influence of the project change factors,the importance of the project change factors and the relationship between the project change cost and the project scale.The data on the impact of project changes on the cost are analyzed separately and summarized,and the order of the impact on the cost of project changes caused by different factors at different levels and at different levels is obtained,and quantitative processing and cause analysis are carried out.Finally,the core project change factors that affect the cost under the government’s centralized construction mode are found combined with the conclusions of case analysis.And the corresponding project change control strategies are proposed from the perspective of the government agent construction unit.This provides new ideas for improving the management level of government agent construction units and ensuring the rational use of fiscal funds.
