For a long time,sea-rail combined transportation trade has been an important mode of transport in the world import and export trade.Because of its relatively low transport cost,it has become the primary choice for the import and export trade of bulk goods.Vigorously developing sea-rail combined transportation trade is an important policy to promote China ’s integration with the world and strengthen China ’s economic strength.In recent years,China has vigorously promoted multimodal transport,and the infrastructure construction of sea-rail combined transportation in China has developed rapidly.However,the proportion of sea-rail combined transportation in China is seriously unbalanced compared with ports in developed countries,and the efficiency of combined transport is very low.In view of this,by strengthening the collaborative management of sea-rail combined transportation,the integrated collaborative management of sea transport,railway transport,road transport,customs inspection and other processes is realized,which has a great role in improving the management ability of sea-rail combined transportation in China and improving the transport efficiency of sea-rail combined transportation in China.At the same time,it can realize the long-term development of China ’s import and export trade of bulk goods,enhance China ’s share in world trade,maximize the benefits of China ’s sea-rail combined transportation,and promote the healthy and sustainable development of China ’s economy.The logical thinking of ’ asking problems,analyzing problems,solving problems ’is followed in this thesis.Firstly,through reviewing a large number of literature and data,this thesis screens out the organizational structure problems,system management problems and data business problems in the process of collaborative management of sea-rail combined transportation in China,and deeply analyzes the causes of the problems.Secondly,the domestic and foreign excellent sea-rail combined transportation collaborative management port case analysis: defining the principles to be followed in collaborative management of sea-rail combined transportation through foreign cases.Taking expert investigation method to conduct in-depth analysis of domestic cases,this thesis clarifies the importance of digital construction and organizational structure optimization for collaborative management of sea-rail combined transportation in China,and then the enlightenment of clear organizational structure,detailed control of institutional management and digital transformation of resource allocation is obtained.Finally,based on the above research,this thesis puts forward some suggestions on strengthening the collaborative management of sea-rail combined transportation in China from three aspects: organizational structure,institutional management and digital construction.In terms of organizational structure,relevant responsibilities of various departments should be clarified,team construction should be strengthened,and operation process should be optimized.In terms of institutional management,we should improve the supporting collaborative management system,establish a centralized dispatching command center and establish a sound collaborative management organization.In terms of digital construction,it is suggested to build a digital collaborative management platform,and actively apply the advanced technology of blockchain to all aspects of sea-rail combined transportation.A collaborative management platform for sea-rail combined transportation based on blockchain is established,and the principle of blockchain is used to design the architecture and operation process of the collaborative management platform.
