Container rail-water intermodal transport is an important way of container multimodal transport and plays an important role in the transportation of goods.At present,the proportion of rail-water intermodal container volume in port container throughput in China is far lower than that in developed countries.The important reason is that the convergence effect of rail and water transportation in ports is not good.At present,most ports and railway stations need short barge transportation to connect,which increases the complexity of transportation and reduces the efficiency of rail container transportation in rail-water intermodal ports.In order to solve this problem,in September 2019,the National Development and Reform Commission and the Ministry of Natural Resources jointly issued the Guiding Opinions on Accelerating the Construction of Special Railway Lines.It is pointed out that the railway special line should be vigorously developed to open the railway ’ s ’ last kilometer ’,and it is planned to enter the main ports along the coast and the Yangtze River by 2025.In this context,with the completion of the port railway dedicated line,rail-water port railway container transport distribution organization mode will have some changes.Based on this,this paper aims to study the distribution organization mode of railway container transportation in the port of rail-water intermodal transportation.Taking the distribution organization scheme of railway container transportation as the research object,from the perspective of space-time resource allocation,this paper formulates an effective distribution organization scheme of railway container transportation to improve the overall efficiency of railway container transportation in the port of rail-water intermodal transportation under the mode of railway entrance.The main research contents of this paper are as follows :(1)Analysis of rail-water intermodal container transport distribution organization framework under the mode of railway entry.The composition of the rail-water intermodal transportation system and the operation process of the port entry area of the railway special line are introduced.Based on the characteristics of container flow distribution organization of rail-water intermodal container,the existing dredging organization is analyzed.This paper introduces the distribution organization process of three container transportation distribution organization modes(port-unloading station direct mode,port-technology station direct mode,port-container center station organization mode),and lists the differences between the three modes and their respective advantages and disadvantages,so as to provide mode selection for container transportation distribution organization of rail-water intermodal transportation.(2)Research on railway container transportation distribution organization scheme of rail-water intermodal port.Based on the three modes of organization,this paper puts forward the compilation principle and process of railway container transportation organization scheme of rail-water intermodal port,and further analyzes the influencing factors of organization scheme.The basic elements of railway container transportation organization scheme in the port of rail-water intermodal transportation are analyzed;Finally,the total transportation time and total transportation cost of railway container transportation organization in the port of rail-water intermodal transportation are classified and analyzed,which lays the foundation for the establishment of the later model.(3)Research on optimization model and algorithm of rail-water intermodal container transportation distribution organization scheme.Taking the minimum total cost of rail-water intermodal container transportation system as the optimization goal,considering the constraints of time and space resources,the optimization model of rail-water intermodal container transportation distribution organization scheme is constructed.According to the characteristics of the model and the problem,the genetic algorithm is designed to solve the model.(4)Case analysis.The model and algorithm proposed in this paper are verified by examples to solve,and the optimized distribution organization scheme of intermodal container transportation of iron and water is obtained.A scientific and reasonable evaluation index is designed to compare the existing scheme of the distribution organization mode of transportation with the optimization scheme of the organization mode of transportation in this paper,and the sensitivity analysis of the influencing factors of the optimization of the distribution organization mode of transportation in this paper is carried out to provide reference for future decision-making.
