Container Collection And Distribution Organization Method For Sea-Rail Intermodal Transportation In Railway Port Station

As the trade partnership between China and other countries has become increasingly closer and economic activities have become more frequent,the volume of container imports and exports has increased promptly year by year,the sea-rail intermodal transportation has become an important link in China's container transportation.The implementation of sea-rail intermodal transportation requires not only a sound infrastructure network,a stable and efficient intermodal transport management system,but also a scientific and rational collection and distribution organization operation plan.However,due to the low coordination between railway and water transport and the large number of intermediate links,it is difficult to carry out the transportation organization,guarantee the time and cut the additional expenses,which seriously affects the deployment of transportation resources and the credibility of the railway transportation market.Based on this,considering the limitation of port-shipping organization and railway transportation organization,the organization method of collecting and distributing containers of railway port stations in sea-rail intermodal transportation is studied to speed up the operation efficiency of sea-rail intermodal transportation and improve the attraction of sea-rail intermodal transportation for source of supply.The main contents of this article are:(1)The definition of the organization method of railway collection and distribution in sea-rail intermodal transportation,especially the basic problems involved in the collection and distribution organization in container sea-rail intermodal transportation.By analyzing the related concepts and development of container sea-rail intermodal transportation and collection and distribution organization,it is proposed that the key to improving the operational efficiency of sea-rail intermodal transportation and increasing the attraction of sea-rail intermodal transportation to the supply is reducing the container's residence time at the port.To conclude,the problem of collecting and distributing organization in the container sea-rail intermodal transportation provides a theoretical basis for the relevant studies in this paper;(2)The analysis of the basic elements and links of railway collection and distribution in sea-rail intermodal transportation.From the time dimension,the working process and important links of two relatively independent subsystems in the collection and distribution organization which includes collection organization and distribution organization were analyzed.From the spatial dimension,the location relationship and layout form of the port and railway port stations were analyzed,and the physical boundary of the sea-rail intermodal transportation organization was defined.And the synergistic relationship between the collection system and the distribution system which are relatively independent with each other was analyzed;(3)The research on the compilation method of the organization plan of the collection and distribution organization and the coordination between railway collection system and distribution system.This paper analyzed the allocation of railway resources,and constructed a nonlinear integer programming model aimed at minimizing the staying time of containers at port stations from the perspective of systematization and coordination.The heuristic algorithm was designed to solve the problem.(4)The static planning of coordinating collection organization and distribution organization.The example of collecting and distributing containers of railway port stations was designed and solved by programming,so that the static plan of the collection and distribution organization was made.Finally,the validity of the model and algorithm was verified.The research on the organization method of container collection and distribution of railway port stations in sea-rail intermodal transportation can not only provide theoretical support for the cooperation of shipping and railway in container transportation,the collection and distribution organization of railway containers,and the transportation organization of container multimodal transport system under the new situation,but also improve the efficiency of railway port collection and distribution organization,the utilization ratio of railway resources and the quality of sea-rail intermodal transportation services and enhance competitiveness of railway transportation.This study has extensive and practical significance for railway container transportation and container multimodal transportation.39 figures,19 tables,81 references.
