| With the gradual advancement of the transformation and upgrading of railway transportation enterprises,non-coal transportation,as the new development direction of railway transportation industry,has become the emerging development highland of large-scale energy transportation enterprises.The development of non-coal transportation business can help railway transportation enterprises to further expand the external market and add new development momentum.Therefore,how to establish a sound strategic performance management system for non-coal transportation business,so as to make it fit and promote the realization of the group’s overall strategic objectives,has become a problem that railway transportation enterprises should focus on thinking.How to determine and implement the key performance indicators and further construct strategic performance management system of non-coal transportation business by use of statistical analysis of relevant business data from enterprise information platform,has also become a hot research topic in related field.Most enterprises have generally established a performance management system based on and centered on finance.However,due to the lack of corresponding overall planning,it is difficult for the traditional performance management system to meet the current development needs of the Group,to break the traditional data barriers,to activate idle assets,and to excavate and transform the business operation value.This makes the establishment of a systematic,long-term,scientific and referential performance management system from the strategic level of the Group become a significant and important measure to ensure the development of non-coal transportation business as a new economic growth point of the Group.Combined with the above research background,through the field visit and research of A group,a railway enterprise,it is found that there are some problems in the non-coal transportation business,such as the failure of the performance assessment indicators to match the group strategy,the need for improvement in the setting of indicators,the need to improve the internal collaborative efficiency and the need for more clear performance constraints.Therefore,this paper takes A group’s non-coal transportation business as the research object,using the case method,literature research and field research method,aims to build a strategic performance management system.Furthermore,help A group make its non-coal transportation business development combined with group strategic goals,solve the existing problems of performance management,make the group strategy,and revitalize the idle resources group and finally increase corporate profits.The core content of this paper is to build a strategic performance management system for the non-coal transportation business of A group.Based on current basic situation of group and its strategy performance management situation,analyzing problems existing in corporate performance management according to internal and external value chain,identify the key influence factors.Combined with the balanced score card and strategy map,construct suitable non-coal transportation business strategic performance management system.Uitilizing the effective evaluation methods such as analytic hierarchy process(AHP)and expert scoring to design key indicators and scientifically weighting them,build up the final strategic performance management system based on balanced score card method,and further predict its implement effect.The follow-up system implementation suggestions are finally put forward.The main conclusions of this paper are as follows: first,the BSC is used to build a strategic performance management system,which can be used to conduct performance control from a strategic perspective in combination with the development goals of the group,so as to make the dimensions of performance management more comprehensive;Second,the index selection and determination of the strategic performance management system based on the balanced scorecard should be fully combined with the reality of the group,identify and analyze the key influencing factors,and select the key indicators in a scientific and reasonable way.Third,the internal and external value chain of non-coal transportation should be integrated into the analysis and discussion of strategic performance management,which is more conducive to the identification and analysis of upstream and downstream performance control factors,as well as the prediction of the advantages and disadvantages of the performance management mode of large-scale transportation enterprises’ non-coal transportation business. |
