Research On Evaluation Of Standardization Construction Of Power Supply Station Based On Analytic Hierarchy Process

With the deepening of the national power system reform,great changes have taken place in the internal and external environment faced by power supply enterprises.The new environment and new situation not only bring new challenges but also new opportunities to power supply enterprises,which put forward higher and new requirements for the operation and management of power supply enterprises.As the grass-roots unit of power supply enterprises,the power supply station is the most direct unit of power grid management and customer-oriented in power supply bureau,which is responsible for the tasks of power supply,line equipment maintenance,copy and collection management,electricity charge recovery,line loss management and customer service.The management of grass-roots power supply stations directly affects the internal economic benefits and external social image of power supply enterprises,especially county-level power supply enterprises.Therefore,grasping the management of grass-roots power supply stations is the basis of ensuring the orderly and harmonious development of power supply enterprises.In the past,there were two main problems in the management of power supply stations in S Power Supply Bureau:(1)There were many sets of evaluation indexes of power supply stations.S Power Supply Bureau adopts the independent management mode of county bureau.Due to the differences in management level and thinking among county bureaus,the index setting of power supply stations in different jurisdictions is not the same.The inconsistency in the index orientation of power supply stations by county bureaus leads to the inability of power supply stations to accurately focus on management priorities and form benchmarking management in different county bureaus.(2)The assessment standard is taken as the judging standard.Each county bureau judges the management level of power supply station according to whether the power supply station has completed the evaluation value.The lack of evaluation criteria leads to the unclear positioning of power supply station’s own management level.Power supply station often takes the completion of the evaluation value as the standard of management in place,which lacks motivation for management promotion.However,the business management without the evaluation indicators is prone to the phenomenon of not paying attention and paying attention,which greatly restricts the overall improvement of power supply station management level.In order to solve the problems existing in the management of power supply stations in S Power Supply Bureau,promote the standardization construction of power supply stations and establish "one evaluation and one standard",which is of great significance for comprehensively improving the management level of power supply stations in S Power Supply Bureau.Firstly,this paper introduces the background and significance of standardization construction of power supply stations and the research status of standardization management at home and abroad.The research method of this paper is determined by studying the theories of comprehensive evaluation and analytic hierarchy process.On the basis of in-depth investigation of power supply stations,referring to the contents of standardization construction of power supply stations in other regions,and combining with the business organization mode of S Power Supply Bureau,this paper organizes experts from various business departments of S Power Supply Bureau to sort out the business of power supply stations,and obtains a core business index set that significantly improves the management level of power supply stations in the form of evaluation and scoring.At the same time,it gives weights to each index set based on analytic hierarchy process,and establishes a percentile scoring standard for each index.Therefore,a set of evaluation index system for standardization construction of S power supply bureau is constructed.Finally,the evaluation index system is applied to 41 power supply stations of S power supply bureau for evaluation,and the effect of standardization construction of power supply stations is verified through the implementation in recent two years.
