The Navigation Guarantee Center Of North China Sea(NGCN),MOT is a maritime institution in the North Sea Area of China.It is responsible for Navigation mark maintenance and construction,Port channel survey and mapping,Water safety communication and Maritime emergency support within the North Sea Region.After years of work,NGCN has accumulated a lot of public data resources,it has a lot of value to be developed in the maritime security industry.Research on the construction of open system of navigation guarantee public data resources in the North Sea Area,it can further promote the integration and sharing of public data resources for maritime security,improve the informatization degree of maritime security,strengthen the public service ability of the NGCN,provide sufficient and high-quality public data resources open services and public information service products,meet the needs of the public for the public data resources open service of maritime security,so as to provide high-quality maritime security services for the development of shipping in the northern sea area.This article first expounds the related concepts of the northern sea area,maritime security and public data resources,and introduces the theories of public goods,new public services and open government.At the same time,it introduces research results and practice related to the opening of domestic government public data resources and foreign government public data resources.Secondly comprehensively expounded the current status of navigation protection business,data status,facility personnel service status,and information service status of NGCN,studies the reasons for the current situation of the public data resources of maritime security in the northern sea area by using the method of questionnaire.Thirdly,according to the current deficiencies in the construction of open system of Navigation Guarantee public data resources in the north sea area,Combining Current situation,and using relevant theories,constructs the open system of Navigation Guarantee public data resources in the north sea area from two aspects of data attribute and open attribute.Finally,combining with the actual practice of NGCN,proposes the system construction path and makes the suggestions from strategic planning,system management,technical & personnel and user using.
