| Regulatory Detailed Planning is a type of planning formed by drawing lessons from the zoning technology of the United States and combining with China’s original urban planning system.It has gradually become the core tool to guide the development and utilization of urban land in the development and practice of more than 30 years in China,and has also obtained rich theoretical and practical results.However,There are some problems in its compiling system,such as insufficient adaptability,unclear control scope,lack of scientific and technical means,fuzzy value orientation,etc.,which make it difficult to adapt to the requirements of urbanization under the deepening of the economic system,and the disputes about it have been constantly.With the establishment of the territorial spatial planning system,China’s control and regulation will play a more important role in the whole planning system,and it is urgent to make corresponding reform and adjustment to meet the challenges.The world’s first Zoning law was promulgated in New York in 1916,and has gradually developed into an important means to effectively control urban development,which has been widely applied in the United States and even the world.Among them,New York Zoning Ordinance 1961 is an important turning point in the United States,and is also the basis of the current zoning.It is of great significance to the study of the preparation technology and logic of the United States zoning,showing a strong adaptability,effectiveness and stability,and provides a useful reference for the problems faced by the current control and planning.Therefore,it is necessary to make a systematic and in-depth comparative study on the compilation technology of China’s regulatory planning and that of the United States,to explore the logic differences behind their compilation systems,and to provide reform directions and suggestions for improving the compilation system of China’s regulatory planning.In this paper,starting from the perspective of comparative study,and the division of regulatory detailed planning system as the research object,using literature research,comparative analysis,comprehensive judgment method,logical analysis of research methods,first of all,through the control the origin of the gauge and zoning control purpose,development course and in their respective system studies the status of urban planning system,To establish the overall understanding of China’s regulatory planning and the regionalization of the United States,and on this basis,to refine the essential differences between the regulatory planning and the regionalization,as the basis of the comparative study of the compilation system.Secondly,the paper divides the compilation system into three parts: land use zoning system,development control index system and compilation achievement composition system,and makes a systematic and in-depth comparative study on the basic logic and core technical tools of China’s control planning system and America’s zoning compilation system.Specifically,in the comparative study of land use zoning system,it focuses on four aspects: land use division,land use type,classification standard and logic,and the relationship between land use and intensity.In the comparative study of the development control index system,it mainly compares the control elements,the index relation and the actual effect of the index.In the comparative study of the establishment and composition of the system,it focuses on four aspects: system composition,way of expression,content and display of achievements.Finally,according to the background of the current reform of territorial spatial planning,based on the above comparative studies on land use zoning system,development control index system and compilation achievement composition system,suggestions and reflections on the future reform direction of China’s regulatory planning compilation system are put forward. |
