The Influence Of Zoning On Regulatory Plan From The Perspective Of Innovation Diffusion

More than 30 years ago,the U.S.divisions spread to China and formed a controlled detailed plan in the context of China's specific environment.China's planning has entered a new normal,and the newly formed Natural Resources Department has become the planning authority,which puts forward new requirements for the development of regulations.The introduction,analysis,and reference of zoning in the Chinese planning community have never stopped.From the perspective of innovation communication,a review of the influence of zoning on the control plan can be made,which can clarify the endogenous driving force of the development of control regulations and predict the direction of development.In addition,the study of this dissemination mechanism can also accumulate theoretical experience for the dissemination of planning ideas and increase reserve for the expansion of China's influence.From the perspective of innovation communication,this article uses the three-element model of communication to analyze the origin of the zoning,the introduction into China,-and the evolution and development trend in China.First of all,review the origin of the zoning,analyze its development context,briefly describe the development and changes from the traditional zoning to the modern zoning,and point out that its essence is government tools.Second,it analyzes the communication mechanism and discusses the direction of propagation,the transmission path,and the carrier of propagation.The process of introducing zoning into China and localizing it in China is divided into four periods:closed period,exploration period,development period,and transformation period.Comparison of the development of the zoning in its birthplace and the practice of recontextualization in the place to which it is spreaded;Summarize the main content of the dissemination of content introduction and arguments-systemic and legal system-institutional stage;the power of innovation,communication and translation is multiple,in different development stages the leading endogenous motives are different,including political needs,land system changes Requirement of legalization,internal logic update,ecological appeal,etc.;propagation characteristics include acceptance and acceptance threshold,time and form of propagation,and internal and external innovation.Finally,from the development process,nature status,content form,and institutional procedures,we compare the similarities and differences in the practice of regional planning and control regulations,and analyze the "absorption" and "dissimilation" of innovation receiving sites,and predict the development trend in content and concept of regulatory control,implementation management,and technology.The status of applications of external communications of regulatory controls is summarized.
