| In 2019,according to the concept of "high quality development" put forward by General Secretary Xi Jinping in the nineteen major reports of the Communist Party of China for the first time,the Ministry of transport put forward the idea of building a high-quality crew and promoting the high quality development of the shipping industry,and intends to put forward some guiding opinions in 2020 to put forward some specific measures.For a long time,the construction level of the crew is mostly measured by the scale and structure of these quantitative indicators,while the quality evaluation relies on subjective judgment,and there is no mature evaluation system covering quality and quantity.Therefore,it is urgent to build an evaluation system of crew construction level with distinctive Chinese characteristics guided by the requirements of high-quality development,so as to guide the crew construction in China,closely integrate with reality,pay attention to quality,and actively provide services for the major national strategies and economic and social development,and make contributions to the construction of a transportation power.Based on this,this paper interprets the policies related to the construction of high-quality crew team,analyzes the current situation,and closely combines the index evaluation with the new public management theory,human resource management theory,and system evaluation theory to build the evaluation index system of crew team construction level.Taking the current situation of crew team construction in China as an example,this paper makes an empirical analysis to evaluate the recent years According to the evaluation of the construction level of China’s crew team,we can draw the conclusion that the number of crew is sufficient and the structure is reasonable,but there are still some problems,such as the decline of crew’s professional ethics,the lack of crew’s practical ability,the instability of crew’s development foundation,the insufficient protection of crew’s rights and interests,and so on.According to the public management theory,the main reasons are the increase of crew’s socialization and the lack of crew’s rights and interests Lack of training,the decline of seafarers’ professional attraction,the poor development environment of seafarers and so on.In order to improve the seafarers’ rights and interests,we should create a dynamic environment for seafarers’ management,strengthen the management of seafarers’ rights and interests,and explore ways to improve the management of seafarers’ rights and interests In order to provide a reference for the dynamic management of high-quality crew construction and achieve high-quality development. |
