Research On The Performance Audit Of The River Long-term System To The Northern Section Of The Grand Canal

The rapid economic development has neglected the sustainable development of the ecological environment,which has led to the large-scale discharge of pollutants such as agricultural,industrial and domestic wastewater,the aquatic biomass has dropped sharply,and the self-purification capacity of water bodies has dropped rapidly,causing serious pollution of rivers,lakes and groundwater resources.After the 18 th National Congress of the Communist Party of China established the “five in one” strategic layout,the importance of the construction of ecological civilization has been further highlighted,and the construction of ecological civilization has also been put on the agenda.China’s water environment governance system is facing major reforms.The construction of the river chief’s water environment system is its breakthrough.The performance audit of the river chief system is also an important way to evaluate and measure the effectiveness of governance results.It is an important component of the national water environment governance system.Part of it is also the cornerstone and method to promote the construction of national ecological civilization.According to the “Opinions on the Full Implementation of the River Chief System”,in order to ensure the effective implementation of the river chief system,the performance audit of the river chief system must be strengthened.From the perspective of the performance audit of the river chief system,combined with the background of the current river and lake governance systems in my country,this thesis conducts theoretical analysis and typical case studies,focusing on the implementation of the river chief system in governance,and understands the river chief system in the water environment.Manage the application of the project.On the basis of analyzing the performance audit of the river chief system,an attempt is made to construct a performance audit system of the river chief system.Take the implementation of the river chief system in the northern part of the Beijing-Hangzhou Grand Canal as an example,combine the actual situation of river and lake management and the specific goals of river and lake management,investigate the implementation effect,and clarify the responsibilities of leading cadres in water pollution control.At the same time,from the perspectives of policy implementation benefits,river management capital benefits,and river chief responsibility implementation,the Beijing-Hangzhou Grand Canal in northern Jiangsu was audited to examine the effectiveness of the governance of the Beijing-Hangzhou Grand Canal in northern Jiangsu.Based on this,relevant opinions and measures are put forward to continuously improve the performance audit of the river chief system.At the same time,it can broaden the existing literature research and increase the value of theoretical research.The final research results are conducive to the promotion and improvement of the river chief system,and hope to provide a reference for the national audit work.The main findings of the research are as follows: First,most of the comprehensive performance audits of my country’s water environment refer to compliance audits,and the “river chief system” and its supporting audit systems need to be further systematically sorted out;secondly,this article mainly focuses on the Beijing-Hangzhou Grand Canal.As the object of its research,the northern section analyzes the various relevant influencing factors of the governance and control performance of the northern section of the Jiangsu section,and proposes some corresponding improvement and optimization strategies.Auditing and evaluating projects involving people’s livelihood projects must take into account not only economic benefits,but also environmental and social benefits.At present,the governance of the northern part of the Beijing-Hangzhou Grand Canal has achieved initial results.The relevant policies,regulations and systems for the performance audit of the river chief system are also relatively sound,but there are still some defects in the audit process.In order to better improve and develop the performance audit of the river chief system,it is best to establish a targeted performance audit system for each water environment according to the different pollution causes and degrees of each water environment and the local economic development level.
