With the increasing emphasis on environmental protection in China,the country vigorously promotes the popularization and utilization of natural gas,and the growth potential of natural gas consumption in China is large.However,the oil and gas industry has been a natural monopoly industry for a long time,in which the pipeline gas installation market is occupied by the city gas companies with franchise rights,and various types of pipeline gas engineering construction projects are directly undertaken by the gas construction enterprises,so the market competition is relatively small.As a result,many local gas construction enterprises still use the traditional and lagging engineering management concept At the same time,due to the lack of reasonable resource allocation and investment,some pipeline gas engineering construction projects have poor benefits and even serious losses,which inhibit the development of gas construction enterprises and affect the healthy development of China’s natural gas industry.At present,the national development and Reform Commission has issued a document to speed up the construction of a competitive market system for gas engineering installation,and all localities should establish a perfect,fair and open gas engineering installation market.Therefore,it is of great significance to select scientific and reasonable evaluation methods,evaluate the performance of pipeline gas engineering construction projects,find the problems in project management,and put forward countermeasures and suggestions to improve project performance and enhance the competitiveness of gas construction enterprises in the open market.This paper refers to the domestic and foreign literature on the performance evaluation of engineering projects,summarizes the research status of the performance evaluation methods at home and abroad,introduces the characteristics of various types of pipeline gas construction projects,and analyzes the common methods of performance evaluation of engineering projects and their applicability.It is concluded that the DEA method is more suitable for the performance evaluation of pipeline gas construction projects.Then,based on the data of various types of pipeline gas engineering projects of n city gas company,three input indicators such as labor cost and three output indicators such as net profit are selected to evaluate the business performance of 42(three types)projects by using DEA method.Finally,through the hypothesis of the influencing factors of project performance and the use of regression model for analysis and verification.The results show that the overall performance of n city gas company’s civil users and municipal road pipeline gas engineering construction projects is good,the technical efficiency part is effective,the scale efficiency part is effective,and most of the projects are in the situation of basically unchanged returns to scale;while the overall performance of industrial and commercial users pipeline gas engineering construction projects is poor,the technical efficiency and scale efficiency are generally invalid,the same as The return to scale of this type of project is on the rise.Finally,based on this,the paper puts forward suggestions to improve the efficiency of pipeline gas engineering projects,so as to help China’s pipeline gas construction projects improve their performance and enhance their competitiveness.
