| The implementation of compulsory standards for engineering construction plays an important role in ensuring the quality and safety of engineering,the safety of life and property of staff involved in the construction project,and personal health and safety,which is the bottom line requirement of national engineering construction control.In the field of engineering construction,the research on compulsory standards is relatively weak,and the lack of its evaluation system and empirical analysis restricts the further development of its effect Therefore,to determine a scientific and reasonable method to evaluate the implementation performance of compulsory standards is the premise and guarantee to comprehensively grasp the implementation of compulsory standards in engineering construction activities in China,and promote the effective implementation and dynamic improvement of compulsory standards for engineering construction.Previous studies mostly discussed the impact of engineering construction standards on engineering construction activities from a certain level such as quality and safety,but these aspects are not enough to evaluate its implementation performance.The selection of evaluation method focuses on the determination of index weight,and only considers the method itself,ignoring the practical problems under the guiding principle.Based on the theoretical analysis of compulsory standards for engineering construction,the evaluation framework of implementation performance of compulsory standards was proposed from the perspective of the whole process,and the four main application subjects and their behavior modes were analyzed,the standardization,scientificity and legality of compulsory standards were taken as the evaluation elements of their own effectiveness;the practical process activities were reflected in the daily work status,practical application status and implementation effect;in the light of the benefit evaluation of engineering construction standards and the value of compulsory standards technology diffusion,the technical,economic and social benefits were regarded as the evaluation elements of benefit output.Combined with the comprehensive evaluation theory,the core elements of the implementation performance of compulsory standards were analyzed and identified,and the multi-dimensional and different level index system framework was constructed.A systematic index screening process was put forward,through three rounds of index screening,a compulsory standard implementation performance index system covering three main dimensions and nine subcategories with a total of 34 indicators was finally established.According to the actual needs of evaluation,this paper designed a comprehensive measurement model of the implementation performance of compulsory standards from a dual perspective.From the perspective of demand driven and competitive difference,the compulsory standard implementation performance is evaluated respectively,the evaluation value from the perspective of demand driven is used to reflect the overall implementation of compulsory standards,while from the perspective of competition difference can reflect the implementation performance difference of compulsory standards and measure the balance degree of its implementation performance.Based on the above research results,taking the general code for building energy conservation and renewable energy utilization as the evaluation object the empirical evaluation showed that the overall implementation of this code was at the "general" level.And through the sampling analysis of the research projects,it was found that 66.67%of the research projects’ implementation performance of the code was at the general level,and only 13.33%and 20%of them were in the poor and good implementation respectively,although there were some differences with the statistical analysis results of the sample population,it was not affect the judgment results of the overall implementation.And then through multiple linear regression to analyze the correlation among the three dimensions of the core elements,the interaction effect between the three dimensions was verified and there was a certain degree of correlation strength,which proved that it was reasonable to evaluate the implementation performance of compulsory standards from the three dimensions.Finally,according to the evaluation results,some suggestions were put forward to strengthen the implementation of the compulsory standards.The research of this paper provided reference for the evaluation of the implementation of compulsory standards and the improvement and revision of compulsory standards,and provided an evaluation and test model for decision makers to improve the implementation performance of the standards,which had important theoretical significance and application value. |
