Research On The Development Mechanism And Strategy Of Tech-town Under The Background Of The Concept Of City-industry Integration

Since the reform and opening up,many high-tech industrial parks,science cities,innovation zones and other science and technology functional areas have been built nationwide,and these parks have promoted local economic development to a certain extent,but some of them lack supporting service facilities and turn into mere industrial spaces,and this problem of separation between industry and city affects the integration of parks and regions and restricts the sustainable development of parks.Under the requirement of new urbanization and industrial upgrading and transformation,the characteristic town originated from Zhejiang becomes the starting point to crack the above problems.There is a boom in the construction of characteristic town,among which the high-tech industry-oriented science and technology towns are receiving more and more attention by virtue of their characteristics to meet the requirements of industrial upgrading and transformation and the integration of industry and city development.However,there are few studies on science and technology towns,and the relevant domestic practice cases are not mature enough,so it is urgent to study their development mechanism to guide the actual construction.The study aims to clarify the connotation of City-industry integration and technology town,explore their theoretical basis and development mechanism,and give corresponding strategic suggestions.The study identifies the concepts of city-industry integration and technology town,and reviews the existing research literature on City-industry integration,industrial park development theory,and the development mode of technology town,then selects Huizhou Tonghu Tech-town as a case study,compares its construction history through field research interviews and relevant data,and analyzes its development mode,industrial strategy and challenges.After that,we take one-north as a reference case,and analyze its capital circulation to shape the space and the process of realizing the City-industrial integration from the perspective of space production,and summarize its successful experience.Finally,based on the comparative study of the two cases,the differences and characteristics of their development models and development strategies are summarized,and relevant strategies and suggestions for the development of technology towns are proposed in response to the practical problems faced by practice.The main conclusions of the study are as follows.(1)The research related to City-industry integration and industrial park theory is closely integrated with social reality,and the existing research mainly focuses on theoretical foundation,practical planning strategy,measurement and evaluation,etc.The follow-up research needs to further deepen the concept of City-industry integration,theoretical support,development mechanism and evaluation system.As a new concept,technology town has less relevant research,but there are practice projects all over the country,and these practice projects have a short development and construction time,so it is necessary to research on the development mechanism of technology town and make suggestions on practice cases.(2)Tonghu Tech-town and one-north are both famous local science and technology town projects,the former is in the early stage of development,and the main problem faced is the realization of the integration of industry and city.The former is in the early stage of development,and the main problem it faces is the realization of City-industry integration.one-north has been developed for 20 years,its construction cycle is long,and it has achieved better results in the spatial organization of City-industry integration,and its successful experience is worth learning from.(3)Summarizing the differences between the two cases and combining with other domestic cases,we found that the development mode of technology town can be divided into enterprise-led,government-led and government-enterprise cooperation,according to the nature of the development subject.The root cause of the differences of each development model lies in the degree of participation of market forces and administrative forces.(4)The problems faced by domestic science and technology town practice projects are mainly the real estate of the project,the difficulty of realizing the City-industry integration,and the difficulty of cultivating innovative industries.In view of the above problems,relevant suggestions are put forward in terms of the change of participatory role orientation,discovery of their own advantages,introduction of industries and talents,creation of innovative atmosphere,and risk identification.
