Research On Public Participation In Urban Community Planning In New Era

Reform and opening up and rapid urbanization have brought about rapid changes in our lives.While promoting higher production efficiency and more modern urban construction,they have also brought about a high-density,crowded,uncertain and defamiliarized social environment.As socialism with Chinese characteristics is advancing towards a new era,People’s Daily living environment can no longer meet the growing demands for a better life,and the interpersonal relationships in communities are becoming increasingly unfamiliar.In this context,urban renewal and community governance are imperative,community planning is the necessary process of community renewal and city governance,and community planning and construction cannot be separated from the joint participation of residents.Public participation in community planning as one of the means of social governance,there are many relevant theoretical studies and practical cases.Zhengzhou is one of the central cities of China.In order to make the community planning and construction more scientific and reasonable,it is necessary to study and analyze the public participation in community planning in Zhengzhou.Taking zhengzhou city as the research object,combined with the method of literature,investigation and comprehensive analysis,focus on investigating and analyzing the existing problems in the public participation in community planning and the reasons,then puts forward the countermeasures to solve these problems,perfect the public participation in community planning,and urban community planning for a new century to provide more theoretical knowledge and practical thinking.In this paper,a summary of western countries and domestic related research achievements of theory and practice,and then integrated "social capital","civil participation ladder" and "social governance" and other theoretical knowledge,and through the city of zhengzhou in the form of questionnaire and on-the-spot interview and the practice of public participation in urban community planning case studies,the paper summarizes the problems existing in the,For example,the public lacks cognition and understanding of community planning,the community planning information is open and transparent and the channel is single,the public participation in community planning results feedback is unclear,and so on.The reasons for the problems existing in the public participation in community planning are analyzed from the perspectives of legal mechanism,government and the public.The practice cases of public participation in community planning in Shanghai and Xiamen,two domestic cities including the United Kingdom and the United States,are selected to analyze and summarize their experience.Finally combines the result of investigation and analysis,from the perfect system construction,strengthen the government leading,promoting public participation in three aspects: put forward the measures for perfecting the pertinence,rich in the new era of public participation in the practice of community planning ideas,enhance the participation of residents in community planning,for the realization of the community in the planning and construction work sharing power.
