With the rapid development of industrialization and urbanization, more attention is paid to the ecological civilization, and the water ecological civilization is the foundation of ecological civilization and guarantee which is the strong point of ecological civilization construction. In January 2012, the state council was issued by the opinions about the strictest water resources management system, introduced a policy measures to protect the water ecological environment, accelerate the construction of ecological civilization water. Energetically carry out water ecological civilization construction, improve the protection of water resources saving, is the promoter of promoting ecological civilization construction and the important foundation to realize the harmonious development of people and water.According to the actual situation of Nanchang city, this paper valuate the water ecological civilization of the city by referencing relevant research results at home and abroad. Establish a set of suitable for the water of the city ecological civilization evaluation index system, discusses the suitable for the condition of Nanchang city water ecological civilization evaluation criterion and evaluation methods, research results and conclusions are as follows:(1) Combined with the present situation of the city and some of national policies and documents, this paper puts forward the research basis, the research background, research purpose,significance, research methods and research contents and technical route. Analysis and summarize the relevant research results at home and abroad, and introduces the meaning of water ecological civilization.(2) This paper introduces the concept of the index system and the establishment of index system of principles and steps. Combining the status quo of Nanchang(natural environment characteristics and social economic situation and the present situation of water resources), establish ecological civilization evaluation index system of Nanchang city water. First, combining with the PSR model, establish Nanchang city water ecological civilization index alternative library; Second, follow the principle of index selection and combining reality of Nanchang city. Construct the index system of Nanchang city water ecological civilization.This paper selects 27 quantitative and qualitative evaluations from the water resources, water ecological environment, water use, water management, water landscape, and cultural aspects, evaluate the water ecological civilization of Nanchang city.(3) Evaluate the situation of water ecological civilization in Nanchang. The analytic hierarchy process was used to calculate the weight of the object layer and the right entropy was used to calculate the weight of index.. The weight of two indicators were calculated by analytic hierarchy process, and the weight of three indicators was calculated by entropy method. Therefore, the weights of three indicators were obtained more objectively. It was conducive for assessment of ecological civilization below.(4) The health of water ecological civilization in Nanchang was evaluated based on matter-element extension model using material analysis method. Classical field, festival field and matter-element matrix were firstly built based on matter-element and evaluation features. On this basis, correlation coefficients of each index were calculated compared with different ranks. Corresponding integrated correlations were finally get to evaluate the health of aquatic ecosystems civilization. In this paper, the aquatic ecosystems civilization in Nanchang during 2008-2012 was evaluated. The level of ecological civilization in Nanchang during 2008-2012 were 2th,2th,2th,3th and 2th grade respectively.
