Research On The Planning Innovation Diffusion Of Characteristic Town Experience From Zhejiang To Sichuan

Since 2010,China’s economic growth rate changed from high to medium-to-high level subjected to the world economy trend and the law of economic development.Correspondingly,China’s economy has stepped into a New Normal phase,and urbanization into New Urbanization phase.Against this context,various regions in China have adopted diversified strategies and policies to boost the economy and in line with urban development.As a new type of industrial development space,Characteristic Town(CT)emerge as the times require.This paper selects Hangzhou Dream Town and Chengdu Jingrong Town,which have similar industrial background,industrial types,and selected into the same batch of demonstration bases or CT list,but different local policy backgrounds.Based on the analysis model,this paper studies the planning innovation diffusion of CT with information industry.Specifically study how the innovative practice of CT origin,how to spread and how to land.On the one hand,it compares the similarities and differences of CT practice in different contexts,and makes research through context analysis,development process and main characteristics,as well as formation mechanism or translation analysis.On the other hand,it studies the changes in the diffusion process,and analyzes the diffusion process and mechanism of CT experience through the research of planning diffusion process.The research shows that,first,with the research of related disciplines,the model of planning innovation diffusion is refined and modified according to the research cases,which has a certain value for the supplement and improvement of the theory and model of planning innovation diffusion.Second,any planning innovation activities are produced in a certain context.The innovative practice of characteristic towns originated in Zhejiang Province.In the context of Zhejiang’s unique political background,economic foundation and cultural tradition,it has formed a new mode of industrial economic development.Third,Zhejiang experience has experienced two translation processes,resulting in changes in policy and practice.Zhejiang experience has spread to the national level and formed a national policy,which is the first translation and shows the change of policy.The evolution of CT relevant policies of national has experienced the process of policy germination,refinement and rectification.The essence of CT changes with the evolution of policies.Sichuan recontextualizes Zhejiang experience and national policies,this is the second translation,which policy and practice have changed,mainly in practice.In the practical cases,Chengdu Jingrong Town and Hangzhou Dream Town shows some differences and similarities.The practice proves that the translation of Chengdu Jingrong Town is effective in the context of Sichuan.
