| With the continuous expansion of the urban scale,the ecological characteristics of the original underlying surface in the urban area have been changed,coupled with the design capacity of the original urban drainage system,leading to frequent waterlogging in many cities,bringing huge economic losses.As an important measure to implement the concept of ecological civilization construction and the requirements of green development,sponge city construction has gradually become a national strategy.With the confirmation of two batches of 30 pilot cities in 2015 and 2016,China has issued a series of supporting policy documents such as the Guiding Opinions on Promoting the Construction of Sponge City,promoting the construction of sponge city in China to enter a period of rapid development.The three-year pilot tasks of China’s two batches of pilot sponge city have been completed in2018 and 2019 respectively.The sorting and summarizing of pilot experience is still underway,and the construction of larger sponge city is gradually unfolding.Our government is in the dominant position in the urban construction and development,most level local governments do not assume the task of pilot city,due to the understanding of the systemic and the complexity of sponge city does not reach the designated position,in promoting the sponge in the city construction of some dangerous phenomenon,lead to urban planning and construction is not relevant to the local actual,sponge results after a lot of money into hard to emerge.Will be the reference of existing research results of this study,based on the use of the new public service theory,synergy governance theory,ecological natural theory,adopts the method of comparative analysis,empirical analysis,from the perspective of public management,combining the reality of Xi Xian New Area sponge city construction,city construction,analysis of the role of local governments in promoting the construction of sponge city:policy formulation and implementation of local government,sponge factors of city construction planning and control,security and service,the supervision of the construction and management of specification,publicity guide of public participation,analysis of Xi Xian New Area sponge city construction problems and the insufficiency,based on the experience of Shenzhen,Hebi and Wuhan,this paper puts forward countermeasures and suggestions for sponge city construction,and provides experience and reference significance for local governments of other cities in the future,especially the national new district,development area to promote urban construction sponge provides the experience for reference. |
