The application of new energy vehicles has met the requirements for sustainable development,but the power battery needs to be replaced after 5-8 years of use because the battery storage is less than 80%,which cannot provide sufficient power source for the car.In recent years,the replacement peak has been reached.In the work report of the government in2021,it is proposed to accelerate the construction of power battery recycling system,and the important position of power battery recycling is made clear.If the lithium,cobalt,nickel and other materials contained in the power battery can be recycled,it will produce greater economic value and resource saving,which means that the recycling of power battery is both the end and the beginning of the industry chain.Because the general enterprise cannot bear all the responsibility of power battery recycling,the market lacks representative large leading enterprises.So in this process requires the government to provide policy guidance and regulation,such as awarding subsidy policy incentives to businesses to participate in the recycling cost increase recycling enthusiasm,regulating the behavior of enterprises recycling regulation punishment strategy,at the same time consumers play a role in the process,the extent of the subsidies and regulation how to grasp the remains to be further studied.After the government makes clear the participants and formulates subsidy and regulatory policies,it is also necessary to further study how enterprises can carry out effective recovery cooperation and maximize profit distribution on the basis of implementing the policies.This paper constructs four kinds of recycling models based on closed-loop supply chain for different responsibility subjects.Secondly,based on Hayek’s theory of the social order of the rules for binary,in car companies,the main responsibility for recycling from the aspect of internal rules set out to build the car companies,battery evolutionary game model of enterprises and the enterprises of retrieving and dismantling,distribution of interests between the various enterprises and simulation research on the key influencing factors such as cost,and from the aspect of external rules set out to build a evolutionary game model of government,car companies and consumers,to government subsidies and regulation simulation research on the key influencing factors such as,the problems and combining the research process of power battery recycling puts forward relevant countermeasures and Suggestions.The conclusions are as follows :(1)In the internal rules,as the main body of recycling responsibility,if the automobile enterprises blindly improve the support and subsidies for the other two enterprises,it will achieve the opposite effect,and it needs to be maintained at a moderate level.Battery enterprises and recycling and dismantling enterprises should not invest too much in technology,high investment will increase the risk of enterprises and depart from the original intention of participating in recycling.(2)In the external rules,the government’s subsidies to encourage enterprises and consumers to participate in recycling should be at a relatively low level.Excessive subsidies will make enterprises and consumers become dependent and damage the healthy development of the whole industry.The government should choose a higher intensity for the supervision of the whole market,which is conducive to regulating the recovery market and punishing the industry chaos.(3)The selection of power battery recycling strategy among enterprises mainly depends on the benefits and costs that enterprises can obtain from it.Only when the benefits are positive,enterprises will actively participate in the recycling of power batteries.The government’s supervision on whether to choose enterprises and the incentives to enterprises and consumers mainly depend on whether the government can exchange higher returns with lower input,and also depends on whether more enterprises and consumers can join the recycling process.
