| As a new public-private partnership mode,PPP(public private partnerships)mode has been widely used in the fields of public infrastructure and social public services.In the cultural industry,the ancient city projects are generally led by the government.In view of the lack of government funds,the government began to allow,guide and encourage the application of PPP mode to the field of cultural industry.However,compared with other fields,there are still few practical projects.Especially,there are few successful cases in the ancient city PPP projects in the cultural industry,and the risk management of the ancient city PPP projects in the cultural industry is not deep.There is also a lack of scientific and reasonable risk assessment model.Therefore,to determine the risk level of PPP project in the ancient city is conducive to the smooth operation of PPP mode of the ancient city project,and to achieve the expected goal,which plays an important role in reducing the financial burden and promoting the development of cultural industry.Starting from the relevant theories of PPP project in the ancient city of cultural industry,this paper first introduces the connotation and characteristics of cultural industry project,the connotation and characteristics of ancient city,and the connotation and characteristics of PPP mode;this paper introduces the relevant theories of project risk management,including the connotation and characteristics of risk and the connotation and evaluation process of risk assessment;finally,this paper introduces the relevant theoretical knowledge of matter-element extension theory.On the basis of the above theoretical research and specific case analysis of ancient city PPP project,the initial list of risk factors for risk assessment of ancient city PPP project in cultural industry is obtained;after the above analysis and investigation,Delphi method is used,according to the survey opinions of experts,mathematical statistics is conducted to obtain the final risk assessment list,and 22 risk assessment factors are determined.On the basis of risk identification and risk evaluation factors,coupling matter-element theory and extension theory,combined with entropy weight method to calculate the index weight,which makes the corresponding weight of each risk factor more reasonable,and calculates the risk level through the correlation function.The risk level of the ancient city PPP project is divided into five levels.Then use the established model to evaluate the risk level of the ancient city PPP project,and the overall risk level of the project is low,which is in line with the actual situation of the project,which verifies the scientificity and rationality of the model.Finally,the paper puts forward countermeasures for the construction risk,operation risk,market and income risk which have great impact on the risk of the ancient city PPP project. |
