Evaluation And Planning Research Of The National Eco-city Construction Based On3S Technology

This paper takes a Ya’an’s perspective in the creation of national ecologicalmunicipality and puts forward some suggestions about the development direction andmeasures to create the national eco-economic municipality on the basis of analysis,database creation and evaluation of Ya’an’ basic data. Major conclusions and results areas follows:(1)Selction on Assessment method and modelBased on the comparison and analysis of different methods, AHP was selected toassess Ya’an’s creation of national eco-economic municipality. Hierarchical structuremodel was established, and the model was consisted of the target layer, the criteria layerand the index layer.(2) Construction of Eco-economical databaseThe eco-economical database of Ya’an is consisted of a spatial database and anattribute database for eco-economy. The spatial database is established withGeodatabase in ArcGIS, and the attribute data is builded in Access database.(3)Assessment and forecastComprehensive evaluation and single factor evaluation have been made accordingto the selected evaluation method and model. Combined the results with thecharacteristics of social and the economic development of Ya’an, thorough analysis ofthe current situation and forecast of the development trend ofYa’an was carried out.(4)Proposals for strategies and measuresAccording to the advantages and limitations of the economic and socialdevelopment environment of Ya’an, taking the evaluation and forecast intoconsideration, a scientific and systematic overall planning to create the nationaleco-economic municipality in the near future was put forward. And it’s consisted of theconstruction of the ecological industry system, natural resources and eco-environmentalsystem and ecological human settlement system, as well as the eco-culture system.
