Study On The Construction And Implementation Guarantee Of The Transmission System Of The National Territory Spatial Planning

With China's space development and space governance entering a new era of ecological civilization,planning is also in a new transformation.In 2019,the central government made a major decision to establish a land space planning system and supervise the implementation.The implementation of the plan has a long history,"to implement the transmission of the overall planning,special planning and detailed planning of land and space,to ensure that the plan can be used,managed and easy to use" is the requirement of the land and space planning in the new era.Based on the land spatial planning system,this study takes planning transmission as the starting point,pays attention to the hierarchy of transmission,and discusses how the urban and county land spatial planning can be transmitted from the overall planning to the detailed planning,so as to better improve the implementation efficiency of the planning and adapt to the requirements of land spatial development and protection in the new era.First of all,this study combs the current situation of China's planning system,and discusses four requirements for the implementation and development of land and space planning in the new era: planning,in view of the conflicts and contradictions of various planning systems,the incompleteness of planning management and control dimensions,the ambiguity of planning implementation authority boundary,the insufficiency of planning management and control transmission and restriction,and the absence of planning implementation guarantee system The overall coordination of the system,the full coverage of planning control,the integration of planning implementation authority,the transmission and implementation of planning implementation,and the system guarantee of planning implementation.Secondly,according to the national requirements and planning reformexperience,summarize the core management and control contents of urban and county land space planning;take the urban planning system model of China as an example to summarize the characteristics,and put forward the concept of urban and county planning transmission level combined with the power level: the main part constructs "urban land space overall planning-regional land space overall planning-unit land space planning-detailed planning" Four transmission levels are planned,and the legal planning system of "City special planning-District special planning" is planned horizontally;the transmission contents and depth requirements of each level planning under three transmission modes of target index transmission,function transmission and special element transmission are described.And further on the implementation of the transmission of land and space planning guarantee technology,management,organization,projects,laws and regulations of the construction of the system.At last,the paper makes an empirical analysis on the specific urban cases,elaborates the practice of Xiamen in the transmission system of land and space planning,the transmission path and implementation guarantee,evaluates the implementation of Xiamen planning,and puts forward suggestions for improvement in combination with the system and implementation guarantee content in the previous article.Through the above content,this paper attempts to explore how to implement and transmit the land spatial planning in the new era from the overall level to the detailed level,in order to provide the planning implementation and transmission ideas for Xiamen,and even other cities and counties.
