Because of its suddenness, wide range of impacts, strong destructiveness, and the ability to easily induce secondary disasters, flash floods have brought huge threats to people’s daily lives and the safety of personal property.Although scholars have done a lot of research on the emergency prevention of flash flood disasters from the aspects of engineering prevention measures and non-engineering prevention measures, there is relatively little attention on the impact of social capital on the emergency escape ability of flash floods.Because flash flood disasters are affected by terrain and climate differences, they have different characteristics and laws, which makes it more difficult for people to respond to flash flood disasters. Therefore, mastering the scientific emergency evasion ability can greatly improve people’s efficiency and success rate of mountain torrent disaster emergency evasion. In the previous theoretical studies of social capital affecting flash flood emergency risk avoidance, most of them devoted themselves to the auxiliary role played by social capital in the post-disaster recovery stage, and they focused on analyzing from the theoretical framework, and compared social capital with flash flood emergency risk avoidance capabilities There are relatively few combined studies. From the perspective of macro social capital, social capital can play a role in soothing the victims, assisting in self-help and mutual rescue in the process of emergency rescue of mountain flood disasters. Therefore, how to actively use the social capital around them to improve the ability of mountain residents to respond to flash flood disasters is particularly important.Based on a large amount of literature collection and combing, based on the construction of a hypothetical model of social capital affecting the emergency capacity of mountain torrent disasters, extensive investigations were conducted to obtain primary data, and the structural equation model was used to perform confirmatory factor analysis on the data. The results show that the personal network in social capital has a significant positive effect on the risk aversion knowledge and risk awareness in emergency risk aversion capabilities, but has no significant effect on the risk aversion behavior;trust and risk aversion knowledge in social capital It has a significant positive relationship with risk-awareness and a reverse relationship with risk-avoidance.The reciprocity in social capital has no significant impact on risk-awareness,but it has a significant positive effect on risk-awareness and behavior.effect.At the same time, research results show that social capital can indirectly positively affect people’s risk aversion behavior through risk aversion knowledge and risk awareness;risk aversion knowledge and risk awareness can have a significant positive impact on risk aversion behavior. Therefore,it is possible to gradually improve the ability of rural residents to respond to flash floods in mountainous areas by increasing the social capital of mountain residents, raising their awareness of risk avoidance, and cultivating scientific risk avoidance behaviors. Finally, based on the results of this study,we provide targeted policy recommendations for the government and people to improve their emergency avoidance capabilities in flash floods.
