With the transformation and upgrading of urban construction, improving the overall environment of existing residential buildings in old neighborhoods has become an important initiative to promote urban development, and reducing the energy load of existing residential buildings and improving the basic level of community public services have become a governance task for building new communities. The transformation of the overall environment of existing residential buildings in old neighborhoods is a systemic project that varies from place to place and the situation is complex. It is not just about completing the energy-saving transformation, but from the top-level planning and design, according to the specific conditions of old neighborhoods, under the premise of meeting the need to improve basic living conditions and related living facilities, configuring corresponding energy-saving equipment and metering systems, and improving community services,in the process of measuring and accounting for energy savings A set of pred iction models with timely corrections is needed to use the measurement data and prediction data to appropriately adjust the energy consumption equipment scheme and improve the quality of life of residents.Combining the international and domestic energy sa ving accounting standards,we establish the energy saving prediction model of particle swarm optimization algorithm-radial base neural network, integrate the influence of outdoor weather, indoor thermal environment and other physical factors on energy cons umption, optimize and calculate the energy consumption data generated by the energy saving renovation project, and use each iteration of the particle swarm optimization algorithm to find the optimal value of the data, adjust the local The data and the overall data are adjusted to provide data reference for the selection of energy-saving equipment.Based on the whole life cycle theory of existing residential building renovation projects, the cost effectiveness of the renovation projects is calculated using t he direct calculation method, the regional guideline price method, the real-time market price method and the market regulation method, and the economic, environmental and social benefits are analyzed to construct a comprehensive benefit evaluation index system for the renovation of existing residential building districts, and the actual renovation cases are evaluated using the principal component analysis method and the fuzzy comprehensive evaluation method. The evaluation is carried out to verify the reasonableness of the evaluation system and to evaluate and analyze the level of comprehensive benefits of the renovation projects,so as to provide theoretical and practical guidance for the comprehensive renovation projects of existing residential buildings in the regional old districts. The results show that after the renovation, the comprehensive benefit grade of the project is "three-star",which can achieve good energy-saving effect, improve the heat transfer performance of various parts of the envelope by 43.9%,reduce heat consumption by 43%,reduce coal consumption for heating by 14%,reduce electricity consumption per unit area by 5%,and reduce heat cost per square meter by 20%.In the whole life cycle of the project, the annual economic benefit is mor e than 986,200 yuan, which can be continuously applied to improve the comprehensive service facilities and intelligent transformation and maintenance of the community, and explore the new service mode of intelligent monitoring service of energy consumption and public parking in the community.Adhere to the parallel governance mode of construction and long-term operation and management, and establish a sound mechanism for beneficiaries to participate in protecting the transformation effect in order to bring into play the long-term benefits of comprehensive transformation of existing residential buildings in old district.
