In recent years, frequent earthquake disaster caused a serious threat to the whole country, society and the lives and property of the people. Especially the Wenchuan Earthquake caused different degree of damages to the buildings of many cities located in southwestern and western China.In particular, the damages of a large number of primary and secondary school buildings are more worthy to be concerned.Based on the investigation, the author analyzes the characteristics and reasons of the masonry school buildings’earthquake damaging. And eight Feature Elements (such as Architectural structure types and rationality) are selected as the damage factors, based on the analyze of seismic influencing factors of primary and secondary masonry school buildings. Then, according to the level of damage factors and its fuzzy characteristics of the evaluation, introduce analytic hierarchy process (AHP) to create the judgment matrix, decide each the weight of the factors, establish the multi-level fuzzy comprehensive evaluation model of aseismic performance for primary and secondary masonry school buildings. During the process of model, the introduction of Variable weights method give a higher weights to Damage factors which brings a serious loss to aseismic performance, and it makes the model closer to the actual project. Also, for the lack of certain factors or the test results reveals a serious distortion for some reasons, this paper proposes the method of partial evaluation, making application range of comprehensive evaluation more wide.Based on this, this article conduct of BP network’s applications in the Fuzzy Comprehensive evaluation according to its powerful capacity of parallel disposition and self-adaptation, fault-tolerance, and powerful non-linear map, and create improved BP neural network (L.M) using MATLAB toolbox, it shows a Satisfactory results through a lot of samples. Which proves the feasible and effective of this method.
