| As the mileage of national railway operation increases year by year,the total currency of railway lines under the jurisdiction of SY Railway Bureau Group Company has broken through a new high year by year,and the security situation of railway transportation within the management is not optimistic.On April 12,2020,a railway transport safety accident caused by a turnout disease occurred on Jincheng Line,and SY Railway Bureau Group Company was fined 1.5 billion yuan.DL Track Maintenance Division immediately received an organizational order from the superior to carry out a major safety inspection.In the safety inspection activities,many problems were exposed in the turnout of DL Track Maintenance Division,and the reason was that the completion quality of previous turnout overhaul projects repeatedly failed to reach the standard.This paper takes the previous turnout overhaul projects of DL Track Maintenance Division of SY Group from 2019 to 2020 as the research object.Firstly,the research background,the significance of the research objectives,the research methods and the structure of the paper are elaborated.Secondly,by reading a lot of literature on turnout overhaul and project quality management,seven tools of total quality management,5M1 E analysis,PDCA cycle and SDCA cycle in project quality management are summarized.Then,the above methods are used to analyze the quality problems of previous turnout overhaul projects in DL Track Maintenance Division of SY Group,summarize the reasons from six aspects,such as human,machine,material,method,measurement and environment,and put forward the quality management optimization strategies respectively from six aspects with AHP,such as human,machine,material,method,measurement and environment.Finally,the optimal strategy and guarantee measures are given for the quality management of turnout overhaul project from four aspects: personnel training,information management,performance appraisal system and workplace environment.The research focuses of this paper are as follows: first,the checklist of seven TQM tools is used to collect and summarize the turnout overhaul quality problems of DL Track Maintenance Division of SY Group from 2019 to2020 and sort them;The second is to use the arrangement diagram to determine that the outstanding quality problems of the turnout overhaul project are the structure state of the turnout,the quality of cleaning screen and tamping and the track geometry size,and the serious problems are the joint and locked track temperature.Thirdly,using 5M1 E analysis method combined with causality diagram clearly and intuitively show the causes of turnout overhaul problems;Fourthly,the optimization strategy of turnout overhaul quality management is given from six aspects of PDCA cycle & SDCA cycle and 5M1 E. |
