Research On The Role Of Government In The Development Of Xi’an Aviation Logistics

The booming aviation industry is not only making it easier for people to get around,it’s also making the world accessible.With the development of economic globalization,air transportation has gradually become the first choice for people to travel quickly because of its advantages of efficiency and speed.The abundance of route network also gives birth to the rapid development of aviation logistics.Aviation logistics is known as the new growth pole of future economic development.Goods from all over the world can share resources and results through air transportation.Under the background of China’s economic transformation,high-tech products with high added value are more suitable for air transportation.The rapid development of aviation logistics is bound to attract high-tech industries to gather around the airport,form scale effect,drive the rapid development of airport economic industry,realize a new economic growth point,so as to play the role of aviation logistics hub economy.The outbreak of COVID-19 exposed the shortcomings of China’s aviation logistics industry.Compared with foreign developed countries,China’s aviation logistics industry still has many shortcomings.In 2020,the State Council and Civil Aviation Administration have repeatedly put forward the urgency of developing and strengthening China’s international aviation logistics and improving infrastructure construction,and issued relevant guiding opinions.Since the 18 th National Congress of the Communist Party of China,the Party and the state have repeatedly proposed to give play to the international hub function of airports in key cities,endowing airports with new strategic positioning,emphasizing that local governments should seize the opportunity of developing aviation logistics,give full play to the role of the government,and promote the development of China’s aviation logistics.Xi ’an is located in the center of China’s geography and geometry,and has unique geographical advantages in the development of aviation logistics.As a key city of China’s Western Development,Xi ’an is a comprehensive logistics hub in Northwest China,an important support point of the Silk Road Economic Belt,and the only pilot city of free trade zone in Western China.With the establishment of "Xi ’an Airport Economic Demonstration Zone" and "Xi Xian New Area" and the opening of "Fifth Air Rights",the development of aviation logistics has gradually attracted the attention of the government.At present,the aviation logistics industry of Shaanxi Province is mainly concentrated in Xi ’an Xianyang International Airport,and the business volume accounts for 98.6% of the whole province.Developing the aviation logistics of Xi ’an Airport plays an important role in promoting the aviation economy of Shaanxi Province.In this paper,from the perspective of local government function,by looking at the aviation logistics and related literature of the role of the government,using the method of depth interview and comparative analysis of xi ’an aviation logistics industry,analyzing the present situation and problems of the government role in the development of xi ’an local governments in formulating the aviation logistics industry planning,incentive policies and provide public products has made the preliminary achievement,but still exist in the development of aviation logistics construction land and guarantee insufficient equipment government planning and government incentives to promote role,organization and coordination function remains to be strengthen and the public service ability is weak.By comparing and analyzing the successful experiences of aviation logistics hub airports at home and abroad,and guided by the theory of government function and new public service theory,this paper puts forward that Xi ’an government should focus on planning and developing the land of aviation logistics in the development of aviation logistics.Perfecting the incentive policy to enhance the government’s incentive driving effect;Improve the information coordination and logistics system interface platform;We will improve public goods and improve the concept of service.In order to realize the rapid development of airport economy,industrial aggregation,attracting and retaining the purpose,further promote the development of Xi ’an aviation logistics.
