In recent years,the state and local governments have issued a series of policies to promote the lifecycle engineering consulting service model,aiming to guide consulting companies to carry out consulting services covering the entire life cycle of projects,and foster an integrated consulting service system.However,during the rapid development of lifecycle engineering consulting,problems such as unclear division of responsibilities,poor internal coordination,and unclear division of labor were gradually exposed.The lifecycle engineering consultation encountered a bottleneck.This study found that the choice of service combination model is not a key issue that hinders the development of lifecycle engineering consulting by investigating the service combination model and service combination barriers of 81 lifecycle engineering consulting cases.The main obstacle faced in the lifecycle engineering consulting practice is the insufficient combination of services,which cannot meet the cross-stage,cross-subject,and cross-professional service needs of lifecycle engineering consulting.Based on this,this article explores how to build a cross-phase,cross-subject,and cross-professional service combination based on the C-K theory.This research is based on the lifecycle engineering consulting service stage and service principles,and combines the policy documents,relevant specifications,expert interviews and case analysis to design the lifecycle engineering consulting work.From the perspective of promoting cross-consulting business integration,16 new tasks were added,the necessity and feasibility of the new additions were discussed,and a task list for each special consulting service was formed.Then the lifecycle engineering consulting service organization structure design is carried out based on the work task design.Then by analyzing the relationship between the lifecycle of engineering consulting work circulation and related responsible organizations to implement the implementation process design,and solidify to form a lifecycle engineering consulting implementation flow chart.Then,design the division of management functions,propose 20 characteristics of division of management functions on the basis of the determination of the type of engineering consultation management functions,and form the division of management functions in each stage of the whole life cycle.This constitutes a cross-phase,cross-subject,cross-professional lifecycle engineering consulting service combination design.Subsequently,this study explored the differences in service combination methods under the implementation of different types of consulting units and made targeted recommendations.And a case analysis is carried out based on 7 lifecycle engineering consulting pilot projects of State Grid Corporation of China,the overall effectiveness of the overall design scheme is evaluated using the AHP hierarchy analysis method to verify the operability and rationality of service combination design.Finally,the research results of this paper are sorted out and summarized,the research deficiencies are clearly identified,and further research directions are proposed from the perspective of service type,service content and fee collection standard.The theoretical value of this article is to supplement the current research on service combination in the lifecycle engineering consulting,provides a new perspective for the research of full process engineering consulting,and provides an implementation method for theoretical research results to guide practice.The practical value lies in the selection of service portfolio models for enterprises by establishing cross-phase,cross-subject,and cross-professional service combination methods,establishing a foundation for development strategies,and providing reference for government departments to guide industry development and formulate relevant policies,and can guide the lifecycle engineering consulting units to adapt to the changing combination environment,and effectively improve the combination efficiency of lifecycle engineering consulting project and to promote the realization of maximum engineering value.
