| Hebei iron and steel industry plays an important role in the national iron and steel industry,and these iron and steel enterprises are mainly concentrated in Handan,Xingtai and Shijiazhuang areas in the south central part of Hebei Province.The metal ores needed by these steel enterprises are mainly transported by sea from Australia,Brazil and other countries to ports,and then transported to the above areas by road or rail.Han Huang railway is the most convenient and economical railway trunk line for steel enterprises in Handan Xingshi area to transport metal ores from Huanghua port.It undertakes the historical mission of transporting metal ores from Huanghua port to the above areas.With the further promotion of the national strategy of "blue sky defense",the state requires that in2020,most of the road transportation of goods collected and distributed in the ports around Beijing and Tianjin will be turned into railway transportation.The implementation of this strategy will lead to a "blowout" growth of railway freight supply.Han Huang railway is duty bound to undertake the historical mission of supporting the national implementation of the "public to rail" strategy to undertake the transportation of goods from roads.However,the existing transportation capacity of Han Huang railway is far from meeting the strategic needs.After analysis,it is necessary to expand the capacity of Bohai new area section,which restricts the improvement of the transportation capacity of Han Huang railway.Therefore,the economic feasibility study of the project is carried out.This paper expounds the current situation of foreign economic feasibility study,and the process of domestic economic feasibility study theory’s continuous development and maturity.On this basis,the definition,purpose,function,content and main economic evaluation methods of the feasibility study are analyzed and discussed,and the thinking of the feasibility study is obtained.This paper takes the capacity expansion and reconstruction of Bohai new area section of Handan Huanghe railway as the research objective,takes the economic feasibility study as the theoretical basis,expounds the basic situation of Han Huang railway,and demonstrates the necessity of capacity expansion and reconstruction of Bohai new area section;based on the statistical analysis of ore demand and throughput capacity of Huanghua port in hanxingshi area,the production and marketing balance method is used to predict the supply of goods after the capacity expansion of Hanhuang railway;the scope and main indexes of capacity expansion and reconstruction are determined,and the total investment of the project is estimated;then,the economic feasibility of the project is analyzed and evaluated by using financial internal rate of return,capital internal rate of return,financial net present value,investment payback period,investment rate of return;on this basis,the sensitivity analysis method is used to analyze the uncertainty and anti risk ability of the project,so as to prove that the capacity expansion project of Bohai new area section of Han Huang railway can reduce the transportation cost of iron and steel enterprises in Handan Xingshi area,improve the ability to dredge the water metal ore of Huanghua port,undertake the historical mission of "public to railway",and contribute to the economic development of Hebei Province.Therefore,the project is imperative. |
