| With the development of the Chinese economy,urbanization has accelerated,promoting the transfer of a large number of rural people to cities and towns,while the construction industry has continued to develop,and a large amount of labor has gathered in the construction industry.The vigorous development of the construction industry has solved the problem of a large number of employment problems in the society,including the absorption of a large number of rural surplus labor force.The promotion of large-scale migrant workers into urban construction has changed the situation where farmers rely on the land to eat,and has also driven the development of the rural economy.Migrant workers are at the lowest end of the construction and production chain in the construction industry.Their wage income usually passes through various links such as owners,total packages,subcontracting,and project departments.This link has long routes,many processes,and it is difficult for migrant workers to obtain wages.Therefore,how to better protect the rights and interests of migrant workers is of great significance for maintaining social stability and long-term peace.Under the current system,the problem of migrant workers ’pay has emerged mainly because of three reasons.First,the migrant workers’ lack of their own cultural level has led to their lack of awareness of the protection of remuneration rights and interests and they have not signed contracts.The second is that the existing construction industry is not standardized,the project is subcontracted layer by layer,and the contractor has mastered the labor force and management is not standardized;The third is that the current compensation guarantee system for migrant workers can not effectively protect the compensation interests of migrant workers,and can only be prosecuted after the occurrence of unpaid behavior,but it is difficult for migrant workers to recover their unpaid remuneration.In order to protect the benefits of migrant workers ’pay,the national government has issued a policy on the real name system for migrant workers.Local governments have also actively promoted the management of the real name system and the management of migrant workers’ wage payment sub-accounts to promote the effective protection of migrant workers ’pay rights and interests by enterprises.We hope that the system will standardize the operation of the industry.We will improve the technical skills of migrant workers,refine enterprises,and specialize in management,provided a basis for industrialized production,and improve the actual effect of the entire industry migrant workers pay security system.Taking the practice of the real name system for rural migrant workers in the construction industry in Guangzhou as an example,this paper focuses on investigating the real name system policy effect of the compensation guarantee for rural migrant workers in the construction industry in Guangzhou through questionnaire method and interview method.After the investigation,it was found that the construction industry in Guangzhou was inefficient in the effectiveness of the real name system for migrant workers in Guangzhou.At the end of this study,the author puts forward some countermeasures for the implementation of the real-name system of wage security for migrant workers in Guangzhou In the government,we should improve and implement the salary guarantee system,further improve the function of the real name system management platform,clarify the division of government functions and law enforcement standards,and increase the publicity of policies;On the part of enterprises,we should promote the payment system of banks,standardize the management of enterprises and set up special management mechanism of banks,and on the part of migrant workers,we should intensify publicity,training and self-construction.The implementation of these measures will provide a theoretical reference for the further improvement of the real-name system of the salary guarantee for migrant workers in Guangzhou. |
