Highway routine maintenance performance assessment could provide a scientific way for the quantitative assessment of the maintenance quality and management efficiency of the highway maintenance department,and it`s one of the key parts for the highway maintenance department to achieve the goal of the "Thirteenth Five-Year Highway Maintenance Management Development Outline".It is also an important guarantee for promoting the modernization of China’s highway maintenance management.At the same time,it is of great significance for optimizing the allocation of resources for maintenance input,strengthening the quality of maintenance,and improving the level of maintenance management.Based on the current situation of highway maintenance and repair in China,this paper analyzes the maintenance management model of highways under the jurisdiction of Shaanxi Transportation Construction Group,this paper explores the effectiveness of highway maintenance and repairs by exploring a large number of existing research and related methods and theories at home and abroad.First of all,this paper selects the maintenance quality performance evaluation index through the list of routine maintenance according to the specific content and working characteristics of the contractor’s routine maintenance work,and establishes a performance evaluation index system;at the same time,from the perspective of cost,determine the weight of each level of indicators according to the proportion of cost;integrated gray theory,analytic hierarchy process and maturity thinking,combined with the Shaanxi Transportation Construction Group ’s daily maintenance quality inspection and assessment scoring standards,based on the concept of asset "preservation and appreciation",by setting dynamic performance evaluation standards,a gray comprehensive evaluation model for contractors’ routine maintenance quality performance was constructed;the effectiveness of the model was verified by the actual inspection score data of Yanjing Branch in 2016 and 2017.Secondly,this article selects DEA(Data Envelopment Analysis)method to study the maintenance and management efficiency of branches according to the homogenous characteristics of the maintenance and management work of each branch.Select evaluation indicators from the perspective of input and output,establish a DEA performance evaluation model;analyze the improvement direction and gaps of each invalid branch company according to the maintenance management efficiency values obtained under the two models of variable scale and constant scale;Further determined the influencing factors of the maintenance management efficiency value of each branch;for the branch that cannot be directly improved to an effective target in the short term,establish a gradual improvement mechanism based on the context-dependent model-relative improvement value;The attractiveness value further optimizes the ranking of a number of effective branch companies in the initial stage;combined with the maintenance management data of each branch company from 2016 to 2018,the effectiveness of the model is verified.Finally,according to the performance evaluation models established in this paper from two perspectives,the maintenance quality grades of routine maintenance of Yanjing Branch in 2016 and 2017 and the maintenance management efficiency values and improvement directions of the branches under the Group’s jurisdiction in 2018 were obtained.The two models established in this paper could provide scientific assessment countermeasures and suggestions for the maintenance management of Shaanxi Expressway Construction Group,and provide references for similar evaluation projects.
