VTS Performance Evaluation Based On DEA

With the development of international shipping economy and technology,the status of VTS in maritime transportation is increasingly significant.The evaluation and research of VTS function has become a topic of increasing concern for many VTS managers.At present,the research of VTS function evaluation of domestic and international literature is little,and most of them are focused on the cost benefit analysis.Our country has a large number of VTS system,and the construction scale is big and the management system is not perfect.It is not conducive to the good development of VTS.Based on the analysis and discussion of the domestic and foreign references,this paper combined with the VTS in IMO the VTS guide and IALA Manual of VTS in the narrative part,in accordance with the basic principles of index selection,and according to the current situation of VTS using Delphi method to develop and optimize the evaluation index.This paper sets up the index system from three aspects:the function of VTS system,the construction and operation of VTS,and personnel and system aspects.Compared with the commonly evaluation method such as artificial neural network evaluation method,fuzzy comprehensive evaluation method and AHP method,data envelopment analysis method does not require subjective weights to determine each index calculated by the model of decision unit,the result is more objective and scientific.Furthermore,data envelopment analysis is very convenient for sensitivity analysis to put forward improvement direction of invalid unit and facilitate the VTS management targeted suggestions.However,the limit of the data envelopment analysis method is that input and output index cannot be too much,input and output index cannot be negative and so on.Therefore,this paper selects factor analysis method of data envelopment analysis model making up the shortcomings,access to public factors were obtained by factor analysis,which can fully reflect the function of VTS.It also ensures that there is no strong correlation between indicators.The evaluation of the weight of public factors is based on the factor contribution rate,and the rationality and objectivity of the weight.The pure technical efficiency and scale efficiency of VTS are evaluated through the establishment of CCR model and CCGSS model,and it use the projection analysis to enhance the invalid decision units,and the decision making units are ranked based on the cross evaluation.Finally,the suggestions and comments on the improvement of VTS comprehensive management are given to promote the good development of the VTS system.
