Research On The Assessment System Of N City Heczhang System

As an important part of the legal construction of ecological civilization in China,the river chief system has formed a water governance system in which the party and government leaders take the lead,the leadership is responsible,the departments coordinate and the whole people participate by letting the party and government leaders take part in the water management.Since 2017,N City,Fujian Province,has made the river chief production as a key task,and achieved good results in the initial stage.However,in recent years,the work of river chief system has fallen into a bottleneck,which is characterized by the mismatch between the work assessment and the work practice,and the assessment system is difficult to play the role of supervision and guidance.In view of this,from the perspective of the optimization of the assessment system,this paper uses the questionnaire survey method to consult the staff of the local river director’s office and the public for suggestions and opinions.It is found that there are four problems in the assessment mechanism of N City,including the assessment subject,assessment process,assessment content and application of assessment results.Among them,the assessment subject is single and lacks the power of supervision and balance;the assessment process is not perfect,and there is an obvious tendency of "formalization" and "walking through the field";the assessment content is not comprehensive and lacks key points;the construction of index system lacks hierarchy and integrity;the feedback mechanism of assessment results is missing,and the incentive setting of reward and punishment is not in place.The reasons for these problems are mainly due to the influence of the traditional administrative management concept,the unclear division of responsibilities in the assessment,and the lack of attention to the feedback link.Therefore,the analytic hierarchy process and other methods are used to reconstruct the evaluation index system of river chief system in N City.At the same time,the paper puts forward the optimization scheme of problem-oriented assessment process,further adjusts and improves the assessment mechanism,further improves the enthusiasm of river directors from the aspects of assessment subject,assessment process,assessment content and application of assessment results,so as to further improve the enthusiasm of river leaders,pay more attention to and invest in water flow regulation work,so as to speed up the construction of green water and green mountains for the public Process.
