Research On The Administration Of Public Parking Facilities In City Center Of Yunfu City Based On The Actor Network Theory

With the progress of urbanization and the development strategy of the province on the northeast and northwest of Guangdong,Yunfu city’s economy has been developing steadily,the traffic network has been constantly improved,the residents’ income has been increased continually,and the number of motor vehicles in Yunfu city has been greatly increased.However,Yunfu is a mountainous city with less land use scale,whose build public parking facilities have not been able to meet the parking demand,so that parking disorderly and parking on road happens frequently,and the problem of "parking difficulty" also comes into being.This not only brings tremendous hidden danger to the urban road traffic,but also affects the overall image of Yunfu city.In addition,there exist multiple management of public parking facilities and the management and technology is relatively backward,which is not conducive to the long-term development of public parking facilities.At present,Yunfu city is creating the national civilized city and the national forests city.It is particularly important to solve the problem of parking by strengthening the construction and management of public parking facilities.This study collects and analyzes the domestic and foreign scholars research on the issue of parking planning,construction,management,summarizes the current state of management of public parking facilities in Yunfu City center,clarifies the related conceptions and definitions about the urban public parking facilities.This study investigates different types of public parking facilities in Yunfu City center by field study as well as informal interview.Based on the Actor Network Theory,this study classifies actors who are in the management of public parking facilities in Yunfu City center,builds an actor network to analyzes the actors’ interest and their interrelation,and inquire into the problems and causes about the management of public parking facilities.Dampen “dissent” through “translation”,the administration of parking facilities should play its role of key actor to accelerate the adoption of mandatory points by integrating the interests of all the actors with the objectives of the management of public parking facilities,so that it can seek the maximum benefit of public parking facilities management.This study also puts forward five suggestions to improve the actor network operation,namely,the strategy to alleviate the parking problem in Yunfu City center.Firstly,strengthening the influence power of the administration of parking facilities,establishing a unified coordination institute to manage parking facilities,optimizing the management mode,reinforcing learning and intercourse with other cities or foreign countries,drawing lessons from their success experiences to enhance the scientific development of parking industry.Secondly,making proper plans and designs,determining the size of parking facilities reasonably,bringing the transit systems into urban master planning.Thirdly,increasing parking facilities construction force,strengthening the management of parking quota for construction,promoting the Lift Park Garage construction.Fourthly,introducing the intelligent Parking Lot Communication System,sharing parking lots with different peak parking demand.Fifthly,strengthening the industry supervision and increasing degree of penalty through legislation to ensure the continual improvement of the management of parking facilities and parking behavior.
