Application Of PPP Model In Energy Conservation Reconstruction

The development of our country has been in the stage of quality orientation instead of high-speed one.In order to practice the new development concept and meet the development of ecological civilization,as an important mode of sustainable development,more and more attention has been paid to energy conservation and emission reduction in the society.The development of energy-saving technology has become more and more mature in the energy-saving industry until now.However,the marginal benefit of investment continues to decline.The obstacles to the popularization of energy-saving in a wide range are increasingly obvious.There are some problems such as lack of capital investment,high operational risk,low marketization,small overall scale and lack of incentive mechanism.In order to continuously promote the development of energy-saving and the emission reduction,as well as comply with China’s the requirements and objectives of ecological civilization,it is necessary to promote a more sustainable development mode in the energy-saving industry.At present PPP(Public-Private Partnership)mode meets the development needs of China’s energy-saving transformation industry.To optimize the project financing,with the focus on improving the efficiency,quality and scale of energy-saving transformation,the cooperation and connection mechanism should be established among the government,suppliers of energy-saving technology,parties being reformed,financing parties for risk sharing and win-win benefits and to improve the energysaving transformation industry system.Compared with the traditional contract energy management and energy-saving technology services,PPP combines the government’s social responsibility and coordination ability with market funds and technical efficiency.It enhances the value of the government,financial departments,social investors to the environmental factors,the sensitivity of both efficiency improvement benefits and economic benefits of sustainable supply chain.It emphasizes the construction of "value for money" and performance appraisal system.To actually improve the quality of project operation and promote the internalization of environmental and social externalities is more in line with the unified system of government guidance and market body in China’s energy-saving industryThis paper focuses on the feasibility study of PPP mode for energy-saving projects.First of all,this paper analyzes the main problems of energy-saving industry by combing the development status of PPP mode and energy-saving,and puts forward the entry point of PPP mode into the field of energy-saving transformation.Secondly,based on the implementation elements and mechanism system of PPP mode suitable for energy-saving transformation projects,this paper tries to further improve the operation mode,operation mechanism,risk division,contract system and core boundary conditions of energy-saving projects.In addition,this paper puts forward the contract type and joint operation framework which is different from the traditional mode and more in line with the characteristics of energy-saving projects,so as to optimize the fund sharing and benefit allocation mechanism of energy-saving projects.Through the case analysis of the actual energy-saving transformation project,this paper makes a preliminary technical and economic evaluation analysis.The financial feasibility of PPP is estimated to drive about 15 times of market capital into the project through financial investment,and further form the operation cooperation mode of government,energy-saving units and energy consuming units with consistent economic and ecological benefits.Moreover,in this paper,the operation mode,mode structure and price regulation mechanism suitable for energy-saving projects are put forward innovatively,which provides a complete set of ideas for the practical implementation of such PPP energy-saving transformation projects.Finally,this paper analyzes the existing problems of energy conservation in China,and proposes that PPP mode can effectively reduce the difficulty of financing.In order to promote the positive development of China’s energy-saving industry,it is proposed to establish the operation mode of taking into account the society,environment,economy and production.
