After the merger of towns and towns,the decline of the merged towns and towns has generally occurred,which has become a negative factor in the promotion of rural revitalization,new urbanization and basic modernization strategies,and thus has become the focus of attention of many scholars.The supply-side reform revolves around the five areas of structural optimization,institutional innovation,subject transformation,supply-demand integration,and factor enhancement to resolve complex issues,providing a new thinking model for solving the problem of the merged town.This article combines the survey and summary of the recession performance of the towns and townships withdrawn,introduces the perspective of supply-side reform,analyzes the cause of the problem,and puts forward development strategies in a targeted manner,taking Laoyinyang Town in Nantong as an example for empirical analysis.The core conclusion of the article is:(1)The problems faced by the merged towns and villages are divided into two layers.In appearance,the material and environmental degradation of the merged towns and villages is degraded,the ecological environment is deteriorated,and the population loss is serious.At the root,it was deprived of the administrative authority of the merged townships and towns,the position of public service declined,lack of social identity,conflict of interest,idle assets and weak development;(2)Based on the perspective of supply-side reform,it is possible to clearly determine the five major reasons that hinder the development of the merged townships: mismatched supply and demand structure,unclear positioning of the merged townships;lack of system supply,insufficient development momentum for the merged townships;imbalance of supply and demand adjustment,the merger of townships The development model is backward;the supply main body is misaligned,and the vitality of the merger and township development is not obvious;the distribution of factors is distorted,and the development foundation of the merger and township development is not strong;(3)Based on the perspective of supply-side reform,we must first clarify the functional positioning of the merged townships,and then categorize policies.For “actively strengthened” towns and villages to be merged,it is necessary to emphasize the independent governance of the merged towns and villages,highlight the characteristic positioning,and bridge the supply and demand structure;deepen the reform of the land system,coordinate urban and rural finance and taxation,and create institutional power;Supply and demand balance;administrative system reform,decentralization,and enrichment of the main body of power;activation of land,labor,and characteristic factors to enhance factor allocation.For “actively adapted” towns and townships to be withdrawn: emphasis on coordination of central township positioning and overall governance in the supply structure;by establishing sharing mechanisms and incentive policies to obtain institutional guarantees;orderly advance the integration of industry and public services;expand supply channels,Increase the supply main body;reduce the resource allocation by an appropriate amount,protect the characteristic resources,and provide reasonable factor supply. |
