Research On The Village Planning Compilation Under The Territorial Spatial Planning System

With the establishment of the Territorial Spatial Planning System,China’s territorial space development and protection has entered a new era of ecological civilization as a guide and a prominent modernization of governance.As an important part of the Territorial Spatial Planning System,village planning bears the important task of implementing national strategies requirements.At the same time,village planning is an important means to realize rural revitalization and carries people’s desire to build a beautiful village.Based on this,this paper takes the village planning under the Territorial Spatial Planning System as the research object,aiming at the shortcomings of the traditional village planning,according to the strategic requirements of the Territorial Spatial Planning System to the village planning,and exploring the village planning preparation reform strategy in order to further enrich the theoretical research of village planning in the new period,and make it better adapt to the requirements of the times.This paper first defines the concepts of Territorial Spatial Planning and village planning,and summarizes the relevant theories and research of spatial planning and village planning by experts at home and abroad.Secondly,choosing the village planning of the construction department and the land use planning of the land department to clarify the characteristics of the compilation system,content and method,and then summarize the shortcomings of the traditional village planning.Thirdly,on the basis of fully understanding of the system characteristics,reform priorities,preparation paths and transmission methods of the Territorial Spatial Planning,combined with the latest exploration and practice of the village planning in various places,four strategic requirements of the Territorial Spatial Planning for the village planning are proposed-" whole area and all elements control,evaluation and assessment first,rigidity and flexibility,integration of preparation and implementation."Finally,focusing on the problems and requirements on both hands,this paper puts forward that village planning needs to be reformed in four directions: " Multi-plan integration,Adapt to local conditions,Multiple and open,Practicability ",and then put forward four strategies for the reform of village planning under the Territorial Spatial Planning System.The four strategies are as follows: Strategy one,pay attention to the vertical transmission and connection of planning,and handle the upper and lower relationships;Strategy two,adhere to whole area control and all factors management,and integrate protection and development;Strategy three,emphasize the differentiation and targeting of planning,and treat the norms and characteristics equally;strategy four,implement the "action-centered" plan,and clarify short-term and long-term relationships.
