With China’s rapid progress of economy and its “go global” strategy,the construction of high-speed rail has become one of the important driving forces for the country’s domestic economic development.Therefore,the railway signal industry faces great opportunities for growth.However,as the supply chain is getting increasingly complex,railway signal enterprises have not paid enough attention to the procurement personnel and subjected them to a lack of effective incentives in their daily operations,thus posing a restriction on the development of enterprises today.Therefore,the research on the incentive strategies towards procurement personnel in the railway signal industry has become an urgent topic for discussion.In this paper,the approaches of case analysis and interviews were adopted to study such incentive strategies,with the procurement personnel of Company X in the railway signal industry as the research object.Through investigation,the current incentives for the procurement personnel in Company X were sorted out,and then the paper put forward new incentive strategies based on a summary of the problems in this regard and the responsible reasons.In the survey made on the procurement personnel of Company X,it was found that the existing problems mainly came from a lack of adequate incentives for performance appraisal,poor salary and welfare incentives,unclear career planning and so on.The paper summarized the needs of procurement personnel for incentives,and found that these people attached great importance to fairness,openness and scientificity in the incentive strategy.Meanwhile,there was a great need for spiritual incentives as well as material incentives.On this basis,the paper designed and optimized the incentive strategies in aspects including performance appraisal,salary incentive and career planning.Besides,it considered the characteristics of the railway signal industry,and finally came up with a more effective incentive strategy for the procurement personnel of Company X.The implementation of performance appraisal was strengthened from the perspectives of performance appraisal index,management system and adjustment of appraisal results;the salary incentive scheme was optimized from the perspectives of salary and welfare structure design;and the career planning was redesigned by establishing enterprise culture,training system and promotion system.Incentive strategies should be subject to an evolving process.After such strategies are made and implemented,it is necessary to fully consider the change of internal and external environment and the influence of existing incentive strategies on employees.Therefore,the paper proposes to establish the supervision system,feedback system and corporate culture as guarantee measures while mobilizing all employees to participate in the implementation of incentive strategies,so as to ensure that such strategies can meet the requirements of the company and its staff with efficient incentive effect.The paper and its research conclusions will provide a good reference for other enterprises of the same type.
