The Opinions on Connecting the Career Development of Highly Skilled Talents and Engineering Technical Talents in the Field of Engineering and Technology(for Trial Implementation)issued by the State(2018)Document No.74 by the Ministry of Human Resources and Social Security)points out the direction for the construction of skilled personnel team.With the rapid advancement of the strategy of strengthening the country by talents,it poses an unprecedented challenge to the transformation of the human resource management mode of power grid enterprises,and has a significant impact on the company’s operation and management mode,organizational form,original working mode and thinking mode of human resource management.To strengthen the construction of talent team,power grid enterprises must strengthen the training of skilled talents,further optimize the structure of human resource team,improve the efficiency of human resources and the ability of value contribution,and improve the supporting human resources mechanism through the adjustment of human resource management mode.Under the new situation,most electric power companies have carried out the reform of incentive mechanism,but there are also some problems such as the form of reform is not thorough and systematic.CY Company was established in 2007,mainly engaged in power grid operation and maintenance management,routine overhaul,emergency repair and other work.The basic maintenance staff of CY company belongs to the skilled staff.Under the new development mode,the human resource management of CY company faces new challenges to the basic skilled staff.At the present stage,CY company has carried out reform and innovation measures in the incentive mechanism of relevant grassroots skilled employees,but some problems have not been improved.How to build a scientific and efficient incentive mechanism for grassroots skilled employees has become the primary concern of CY company’s human resource management.This paper takes the primary maintenance staff of CY company as the research object,studies the improvement measures for the incentive mechanism of the primary maintenance staff of CY company,sorts out the current incentive situation of CY company by referring to a large number of domestic and foreign literatures and relevant theories,and finds out the problems existing in the existing incentive mechanism through questionnaires and interviews.This paper puts forward targeted solutions from the aspects of salary allocation failing to effectively motivate skilled employees,narrow promotion channels for skilled employees in career development,lack of emotional incentives,and training failing to achieve good results.And from the system,organization,supervision and other aspects for the implementation of the incentive mechanism to provide a strong guarantee.Through the study of this paper,we hope to provide effective incentive measures for CY company’s grass-roots maintenance staff,improve their work enthusiasm,constantly tap the potential of grass-roots maintenance staff,and achieve a good situation of common growth between grass-roots maintenance staff and the company.
