| In order to meet the rapid development of modern economy and society,China’s power grid construction is also proceeding.The scale of the power grid is gradually expanding,the level of intelligence is constantly improving,and the transmission capacity of the power grid is continuously enhanced,which means that a large amount of power grid investment and construction is required.In this situation,high-level and high-quality power materials are the basis for ensuring the smooth,efficient construction of power grid investment projects and the safe,stable operation of power grids.As the first link in the management of power grid companies,procurement is naturally extremely important.At present,there have been many studies on the bidding and procurement of power grid enterprises in China,and relevant units have also carried out many practices and achieved good results.As an important supplementary part of bidding procurement,non-bidding procurement has played a very important role in streamlining the procurement process,reducing procurement costs and improving procurement efficiency.However,the lacking of the laws and regulations related to non-bidding procurement,the certain resistances to the implementation of the procurement system,the ambiguous details of the procurement system,the small amount of individual purchases,too many types of procurement,and so on,various issues such as these make non-bidding procurements having certain risks.Not only have an impact on the procurement process,but also have potential risks for the subsequent procurement of related projects.However,there are few researches on risk management of non-bidding procurement,and generally lack sufficient depth.Therefore,in-depth research on risk management of non-bidding procurement is of great significance.As the entry point,this article takes the risk management of non-bidding procurement projects of power grid enterprises,using procurement management,risk management and procurement risk management theories to analyze the characteristics of non-bidding procurement of power grid companies,and clarifing the principles of non-bidding procurement risk identification,at the same time,based on the analysis of the connotation of each procurement risk factor,identifing the important risk factors in the power grid’s non-bidding procurement,and constructing a risk evaluation index system,then introduct the interval type 2 fuzzy theory,the define and algorithm of trapezoidal interval type 2 fuzzy sets.Afterwards,according to the characteristics of high correlation and strong ambiguity of procurement risks,DEMATEL method,ANP method and gray clustering method are selected as the selection methods of this article.At the same time,the DEMATEL-ANP model is constructed based on type 2 fuzzy theory.Through the DEMATL method,select experienced experts of procurement industry to evaluate and quantify calculated and drawn the influence relationship diagram of the criterion level,and then used the ANP method to obtain the final weight of each indicator.Finally,the gray clustering method is used to select representative non-bidding procurement cases,which experts determine the risk factors.the impact is evaluated,and then the risk factor value of each risk factor of the procurement project and the overall risk value of the project are obtained through calculation,the key risk factors of non-bidding procurement projects are identified,and the effectiveness and practicability of the model are verified.Based on the risk assessment value,corresponding risk management and control recommendations are put forward for higher risk risk factors.This paper applies the interval two fuzzy theory,the DEMATEL method,the ANP method and the gray clustering method to the non-bidding procurement risk assessment of power grid enterprises.The research results mainly include the establishment of a grid enterprise non-bidding procurement risk assessment index system and the construction of the interval based two fuzzy DEMATEL-ANP and gray clustering method for power grid enterprise non-bidding procurement risk assessment model.The index system and evaluation model can provide a scientific basis for judging the risk level of non-bidding procurement of power grid companies,and can rely on the evaluation results to put forward targeted risk management and control recommendations for higher-risk links,and carry out non-bidding procurement activities and non-bidding procurement activities for grid companies.The risk management of procurement provides decision-making assistance,reduces the probability of risk occurrence and the degree of influence of risk factors,and promotes the orderly conduct of non-bidding procurement activities of power grid companies. |
