As China’s economy transforms from high-speed development to high-quality development,China’s sea-rail combined transportation has made great achievements during nearly 30 years.In 2019,the Central Committee of the CPC and the State Council of PRC jointly released The Outline of Building a Country with Strong Transportation,which points out the direction of China’s sea-rail inter-modal transport with high quality and high efficiency.As an important infrastructure of sea-rail combined transport,the private sidings of port can not only reduce the invalid operation time and reduce the cost,but can improve the efficiency as well.However,private sidings of ports in China cannot play a significant role to the freight logistics efficiency.In view of the problems of private sidings of ports,the main contents are as follows.First of all,the dissertation expounds the research background of sea rail combined transportation,railway freight organization reform,modern logistics development and the operation status of China’s port railway special line.Based on comparison of typical foreign ports of sea rail combined transportation,this dissertation focuses on the existing problems in the operation management of China’s port railway special line and the layout of facilities and equipment.In view of the above problems,this dissertation puts forward the layout scheme on the basis of the storage yard sharing mode of the port railway special line and the layout scheme on the basis of the direct loading and unloading of the port railway special line.Further more,this dissertation optimizes the above layout schemes and the operation process and compares the applicable conditions.Secondly,according to the layout of the port railway freight facilities equipment optimization idea,this dissertation calculates the logistics factors,non-logistics factors and makes divisions of the port area.Further more,this dissertation summarizes synthetical factors of all port areas.Based on these factors,this dissertation builds up port railway freight facilities layout optimization model based on SLP method.The genetic algorithm is used to solve the optimization scheme of port railway freight facilities and equipment.The results of the optimization model are analyzed and applied to an example to verify the feasibility after the calculation.Finally,in full consideration of the rail-sea combined transportation process,equipment layout and future development potential,on the basis of deep analysis influence port the influence factors of railway freight facilities layout scheme,this dissertation builds up construction of port railway freight facilities layout scheme evaluation index system.Based on this evaluation index system,this dissertation uses AHP method to determine the weight of each indicator.Eventually,this dissertation uses fuzzy comprehensive evaluation method to evaluate the layout scheme of the port railway special line.According to the evaluation,the improvement measures are put forward according to the evaluation results.
