| In the context of global warming,China has been increasing efforts to promote the new energy power industry,and recently proposed the task of "carbon peak" and "carbon neutral".H wind power enterprise,as a subsidiary of a large domestic power group,has invested and operated a large number of wind power,photovoltaic and other new energy power generation projects,making its own contribution to the development of China’s new energy industry after breaking through a series of natural conditions and technical problems.With the continuous development of the company,the installed capacity of wind farms and photovoltaic power stations operated by H wind power enterprise is raising rapidly,and the purchase amount is also increasing.The purchasing management of the enterprise is facing a huge test.The ability of purchasing management reflects the modernization of enterprise management,and it is also the main way to guarantee the constructions,services and materials needed by the production,operation and development of enterprises.The study and optimization of the procurement management is significant for H wind power enterprise,which can improve the efficiency and quality of enterprise procurement,guarantee production operation,reduce the cost in the procurement process,enhance the core competitiveness of the enterprise,and help the enterprise to upgrade from high-speed development to high-quality development.After clarifying the current situation of procurement management of H wind power enterprise,main problems of procurement management,low procurement efficiency and poor timeliness,unreasonable procurement management organization,ineffective supplier management,are found through interviews and statistical analysis.In this paper,supply chain management theory,inventory management theory,centralized procurement management theory and procurement cost management theory are used as guidance,literature research,ABC classification and Kraljic matrix classification are used to construct a guidance system of purchasing management.Through the fishbone analysis,the causes of the problems are: the backward concept of procurement management backward;unreasonable procurement methods and processes;low professional level of the procurement management.Aiming at the enterprise procurement management organization setup,procurement process,procurement mode and supplier management,the procurement management optimization scheme of H wind power enterprise is formulated.Four guarantee conditions are put forward: institutionalization and standardization construction,informatization application,professional personnel training,leaders’ attention and support.Through the research of this paper,H wind power enterprise procurement management will be close to the overall planning of the enterprise,the attention and management concept will be greatly improved,the procurement cost will be significantly reduced,the procurement efficiency and quality will be greatly improved,the inventory and supplier management level will be more professional,and the business personnel will be able to get rid of the repetitive routine work,so as to ensure the enterprise’s business development,and make the enterprise realize a high-quality development. |
