With the improvement of the domestic airport construction layout,the development of my country’s small and medium airports has gradually reached its design capacity.If small and medium airports want to further improve their own value and enhance their competitiveness,one of the primary problems they face is how to effectively formulate the airport’s route network planning plan.But in fact,there are relatively few domestic research methods on route network planning of small and medium airports,and there is a lack of complete theoretical methods and practical guidance.In this context,it is necessary to study the theories and methods of route network planning for small and medium airports.Firstly,this paper reviews the domestic and foreign researches on route opening selection and connecting mode of navigation points,summarizes the main influencing factors of route opening of small and medium-sized airports,including passenger demand,the intensity of competition with high-speed railway and the quality of airport connection,and makes quantitative treatment on these influencing factors;Chapter 4 establishes a two-stage optimization model for route network planning of small and medium-sized airports.In the first stage,a mixed index selection model is developed for waypoints,and the proposed waypoints are selected from the candidate airports.On this basis,in the second stage,based on the network flow method,the optimization model of the navigation mode between destinations is established,and the local route network with the planning airport as the center is obtained.In the fifth chapter,an example of Shandong Rizhao shanzihe airport is analyzed to verify the practicability and effectiveness of the model.The results of Rizhao airport’s route network planning are as follows:15 new routes will be opened up,including 8 direct routes and 7 transit routes.It is estimated that the annual passenger throughput will be about 370000,and the total budget of the minimum route subsidy will be RMB 96.15 million.Finally,the sensitivity analysis of the planning results shows that the average elasticity of the total subsidy budget to the change of airline demand is about 0.4,which proves that the model has strong applicability and effectiveness.
