With the rapid development of aviation industry,civil aviation transport demand has been continuously growing,forcing the civil aviation transport system to be constantly improved.In general,managers mostly focus on the size of the airport and passenger service quality improvement in the process of improving the civil aviation transport system.However,the ground access system matching with the civil aviation system has always been neglected.With the increasing demand of air passengers in recent years,the airport ground access system is facing huge pressure.Frequent traffic congestion has seriously affected the fast,comfortable and efficient transportation advantage in aviation industry.Based on the above problems and a large number of domestic and foreign researches,combined with the current development situation of the airport ground access system in our country,according to the steps of network planning idea “set point-confirm line-form network”,an airport ground access network planning method was put forward,in order to improve the present situation of the airport ground access network through the reasonable network layout.First of all,this paper analyzed the structure of airport ground access network system and initially divided the airport ground access network into airport lanes and cohesion roads from the angle of network function.Some actual cases were studied to expound the configuration of airport lanes and cohesion roads in detail.Secondly,based on three dimensions of economic characteristics,social benef its and traffic characteristics,the connection point importance degree evaluation index system was built and connection point importance degree was evaluated and divided by using factor analysis and weighted K-means clustering method.Thirdly,on the basis of the traditional road network planning model,according to the accessibility theory,the hierarchical planning models of airport ground access network were put forward.The airport lane planning model was constructed by the highest passenger nonstop rate,and a genetic algorithm was designed to solve this model.The airport cohesion road planning model was constructed by the maximum accessibility,and a genetic-climbing algor ithm was designed to solve this model.Finally,this method was applied to the case of the capital second airport ground access system planning and 47 connection points were selected around airport.At last,the airport lane which has 5 vertical and 1 horizontal distribution structure and the airport cohesion road which radiation range covering five cities and six towns were formed,the total mileage of road network was 798 km.The results demonstrated the feasibility and operability of this method.It follows that the airport ground access network hierarchical planning models constructed in this paper can provide certain theoretical and practical value for scientif ic guidance of airport ground access traffic facilities planning and construction.
