Study On The Management And Maintenance Issues Of Rural Road In Yangzhou

As ’peripheral nerve’ and ’microcirculation’ of our country’s highway network,rural road is the extension of national and provincial highway network,and plays a very significant role in the whole function.Rural road is also the most direct and extensive infrastructure for transportation to serve the masses of farmers,is an important support to the construction of a new socialist countryside,is an important guarantee for the full completion of the well-off society.Since President Xi Jinping personally proposed and promoted the "Four Good Rural Road "project,the construction has achieved tangible results nationwide.It has brought popularity and wealth to the rural areas,especially to the poor areas.With the rapid development of rural road infrastructure,several problems have gradually exposed.For example,the right and responsibility of rural road management are not totally clear,the system execution is insufficient,the fund pressure is pretty heavy,the developments between different areas are not balanced.At the same time,the current researches on "Four Good Rural Road" project mostly focus on increasing construction investment and promoting the rural road network to cover the whole area,but less in-depth researches on management and maintenance issues.Based on the theory of Quasi-public goods and Holistic Governance,this paper makes a multi-angle analysis on the management and maintenance issues of rural roads in Yangzhou City.By means of literature research,investigation and comparative analysis,it makes a statement on the development courses of the city’s rural roads,the measures of rural roads and the achievements,etc.At the same time,this paper draws lessons from the experiences and practices of the advanced regions at home and abroad in building the rural roads with regional characteristics,from which we can draw inspiration and try to put forward rational suggestions on the management and maintenance problems analyzed in the paper.With these analyses,we can promote the construction of "Four Good Rural Road" project in Yangzhou City and further deepen the reform of the management and maintenance system of rural roads.This paper provides suggestions and references for us to win the battle against poverty and put the strategy of"Rural Revitalization" into practice.
