| Rural highway is a typical rural public service products,and plays an important role in the implementation of rural revitalization strategy.Most of the existing rural roads built many years ago,and are approaching the service deadline,which can not meet good needs of people’s travel.The current situation of the maintenance and management of rural roads in our country remained so many historical inadequacies that is not satisfying as well.Since 2014,many local governments have vigorously implemented Four-good Rural Roads policy and innovated the protection and management mechanism.In this context,how to find out a way to solve these problems and consolidate the achievements is significant.Based on the systematic analysis of relevant historical documents,this paper,traces the operation process of the Road-leader system in F City,and through field investigation and in-depth interview,explains the ways and mechanism of the Road Chief Scheme and its supporting measures affecting the rural highway management and protection with the aid of IAD framework.The result shows that:the Road Chief Scheme provided the strong impetus for the policy process by embedding administrative organization structure,which plays a positive role in promoting the management and maintenance of rural roads;the coupling of rule-making and the physical attributes and community attributes of rural roads plays the advantages of the Road Chief Scheme;the formal and informal rules are mutually adjusted and complemented to promote the achievement of policy objectives;meanwhile,there are potential risks or implementation deviations in the operation mechanism,power control mechanism and decision-making mechanism of the Road Chief Scheme led by the government,which may lead to the involution of performance management,the neglect of the power of mass autonomy and irrational decision-making.In order to solve the dilemma of rural highway management and maintenance and maintain the continuity of the advantages of the system,this paper believes that the key lies in normalizing the organizational structure and comprehensively straightening out the institutional setting;actively cultivating the foundation of mass autonomy,controlling power by various forces;deepening the integration of system and information technology,helping scientific governance.This paper has a certain reference value for the application of IAD framework in the rural road field in China and promoting the modernization of rural road governance. |
