| Mainland ships sailing between Hong Kong and Macau routes are the ships on specific routes formed in the historical development process to solve the sustainability and stability of waterway transportation after the return of Hong Kong and Macao,and comprehensively support the economic development of Hong Kong and Macao.With a large number of ships and weak management foundation,most of them have not implemented the NSM Code,which has the regulatory particularity under the "one country,two systems" system.Its main navigation area is the Pearl River Estuary waters,one of the key areas of national "six districts and one line" water safety supervision,with a complicated navigation environment and high safety risks.With the promulgation of the construction plan of Guangdong-Hong Kong-Macao Greater Bay Area,the high-quality development of shipping economy is clearly required.Strengthening the safety supervision of inland ships on Hong Kong and Macao Routes and improving maritime traffic safety are the important footstones for the high-quality development of shipping economy in Guangdong,Hong Kong and Macao.ISM/NSM Code have been implemented for many years.Through systematic scientific management methods,the safety management level of shipping companies and ships has been greatly improved,and the incidence of maritime accidents has been effectively reduced.Therefore,learning from the past successful experience,speeding up the implementation of NSM Code for Hong Kong and Macao ships is conducive to promoting such shipping companies to form a more modern safety management system,so as to further improve the ship safety management level and provide a good water safety environment for the development of The China Great Bay Area.Through literature research,survey interviews,comparative analysis and empirical research,this paper uses the service-oriented government,collaborative governance and public policy implementation related theories in public management to analyze the safety management of ships sailing between Hong Kong and Macau routes and the government’s promotion of the implementation of NSM Code.It summarizes the problems faced in the implementation of the implementation and analyzes the related reasons.Based on the summary and empirical research on the implementation of the government promotion experience of other domestic and foreign routes,it puts forward the countermeasures and suggestions for the government promotion of the mainland ships sailing between Hong Kong and Macau routes,and provides a basis for decision-making by the competent authority.The main research contents of this paper are as follows:First,it studies the specific situation of the safety management of mainland ships in Hong Kong and Macao routes,analyzes the necessity and feasibility of the government promotion to the NSM Code implementation for ships on this specific route,and objectively evaluates its existing problems.Second,through the research on the current situation of ISM/NSM implementation at home and abroad,the paper analyzes the implementation of NSM Code for Hong Kong and Macao line ships,which can be used for reference by the government,including the implementation in batches,the revision of rules and policies,and the participation of various social forces.etc.;Thirdly,under the background of maritime services boosting the construction of the Guangdong-Hong Kong-Macao Greater Bay Area,it is necessary to study the transitional measures for the implementation of NSM Code by Hong Kong Macao line ships,and explore new audit mechanisms,issue system documents and audit guidelines,to facilitate the implementation of NSM Code for mainland ships sailing between Hong Kong and Macao routes,to achieve the goal of serving the construction and development of the Greater Bay Area and improving maritime safety management. |
