| With the State Council put forwards the requirement of streamlining its administration,accelerating modernization of the management system and management ability,the national governments at all levels play as one in the implementation.Government administration becomes the forefront of reform and development as contacting the mass directly.Every industry all over the country have reformed to government management mode,formed a"one-stop" work style to deal with the management pattern gradually,a run to the nearest convenient measures for the implementation.The Ministry of Transport Maritime Bureau,puts forward "one-stop" work style to deal with the national maritime affairs clearly.The Maritime Administrative center focus for all functions of maritime administrative examination and approval,to accept delivery,implement mechanism of government affairs authorized to handle all the matters.Zhanjiang Maritime Bureau as the Ministry of Transport branch,had reform to maritime affairs in 2019,the main measures of the reform is transfering 11 businesses to government affairs center for examination and approval.The implementation of the "one-stop" work style platform,5 big businesses in navigation management as the first batch of administrative examination and approval matters in the maritime free net phone platform,carry out the business to handle the form of online office.This article conducts the maritime safety administration of Zhanjiang MSA as the reform object,summarized its reform measures results,analyzing with the theory of government process reengineering,service-oriented government theory,new public service theory and the existing problems in the reform process,draw lessons from the reform experience of both at home and abroad,put forward countermeasures to push forward the reform to Zhanjiang MSA.The representative business types as selected to summarize,the time to end its business is dealt with statistics,analyzes the data changes before and after the reform,summarized the system implementation situation.Pointing out the new decentralization is not completely,not reach the designated position,weakened electronic business monitoring,data information application is not fully free,net phone do low coverage of government affairs.This paper makes an in-depth analysis of the problems such as the low response efficiency of government consultation and points out the deep-rooted reasons for the supporting measures of the management system reform to improve the service consciousness and the means of work.Part in the experience for reference,draw lessons from the Australian Coast Guard,the e-government service concept of the Japanese Coast Guard and e-government implementation experience,reference for the domestic developed pearl river delta region of Guangzhou,Foshan,Zhuhai MSA of the "one-stop" work style to deal with government affairs service measures on this basis,put forward the corresponding improvement countermeasures and suggestions mainly include,expands the scope of items for which government review and approval powers are delegated,further streamline administration and delegate power.We will increase the coverage of all maritime affairs handled by netcom to serve more people.Adjust the post setting and personnel allocation of the government service department properly to allocate resources and strengthen personnel training to ensure the efficient implementation of government affairs.Clear division of responsibilities to form a business handling supervision mechanism,promote the application of electronic data and information to pave the way for the one-network-wide operation,promote the implementation of such facilitation measures as the system of notifying people of acceptance of certificates of lack of acceptance at a time,and improve the ease of handling government affairs and the quality of services. |
