Research Of Maritime Regulatory Mode Reform Based On The Cancel Of Vessels Entering Or Leaving Port Visa

In recent years,our country government administrative examination and approval system reform has been gradually thorough.the China Maritime Safety Administration as the competent authorities of vessel transport,Government decentralization which adapt to the new requirements of the new era is the inevitable choice.Faced with ship cancel visa and other administrative examination and approval,how to do things in the ex-post regulation is a major challenge to the China Maritime Safety Administration.In addition,the economic situation in recent years shipping market downturn,many ships under economic pressure to ignore security,and the risks and challenges facing the water increasing traffic safety,work safety responsibility to recover more strict accountability,maritime monitoring and service support for the people's needs and expectations are still gaps.Faced with these new circumstances,the maritime sector regulatory model needs further improvement,management tools need to further upgrade,and the management structure needs to be further optimized.The research of how to upgrade the reform maritime regulatory after vessel visa canceled has important theoretical and practical significance.In this paper,we use the methods such as literature analysis,comparative study and questionnaire,to expound the ship in and out of port visa and corresponding maritime affair supervising pattern of related concepts.Taking Hainan MSA as an example,it investigated the present situation and drawbacks of the vessels entering or leaving port visa and maritime supervision mode.It analyzed the necessity of canceling the vessels entering or leaving port visa and reforming the maritime regulatory model.It analyzed the challenges and influences for MSA,which come from canceling the vessels entering or leaving port visa.It put forward the reform ideas and concrete proposals for the new regulatory framework in order to provide reference for the reform of maritime control mode.
