New energy featured towns emerged at the historic moment to make up for the shortcomings of renewable energy development,promote the diversification of energy structure and development of low-carbon energy use.As a new form of regional comprehensive energy system,new energy characteristic town is being promoted and realized nationwide.Therefore,it is of great significance to conduct in-depth comprehensive evaluation on the energy system of characteristic towns.This paper first explains the basic concept of characteristic towns,investigates the energy consumption structure,energy consumption characteristics,energy conservation and environmental protection policies of characteristic towns,classifies Characteristic Towns Based on industrial characteristics and energy demand,and studies the overall structure and composition unit of energy system of typical towns;analyzes the structure and competitiveness of energy system of small towns,and the new energy system characterized by tourism Firstly,energy town needs to have the advantages of natural resources,climate conditions and geographical location,and has the potential of clean energy exploration.At the same time,it needs to break through the traditional planning mode of independent energy supply,and realize the conversion,storage and collaborative configuration of multiple energies.According to the research on the existing weighting method and evaluation model,the comprehensive evaluation theory and method are sorted out and the applicable scope is summed up;according to the comprehensive energy system of characteristic towns,the evaluation index system of energy system of towns covering four aspects of industrial development,investment income,social culture and ecological environment is constructed,and the competitiveness,energy efficiency,cost and industrial index of the town system are fully considered This paper introduces the matter-element extension evaluation method and improves the traditional method,and establishes the multi-level matter-element extension evaluation model based on the set-valued iteration and anti entropy weight method.This method can solve the problem of multi-attribute global optimal decision-making which is inconsistent with the evaluation results of a single index,and omits the steps of index value normalization,so as to realize the comprehensive energy system of a small town Scientific,reasonable and objective evaluation of planning scheme.Finally,an example is given to verify the effectiveness of the method,which can meet the needs of comprehensive evaluation of the town energy system.The comprehensive evaluation index system established in this paper is applicable to the evaluation of the energy system of new energy towns with specific industrial characteristics,which can provide theoretical basis for the construction and planning of energy system of China’s characteristic towns.And it is helpful to promote the integration of industry,town and village of characteristic towns.Then China has gradually embarked on the path of green and sustainable urbanization development.
